<P> As for rules and principles regarding cyber security, the UN Governmental Experts Groups mandated by UNGA has already have an consensus report on that. Though they are still more work to be done, the previous GGE report has already lay down a good basis and we don't need to start afresh.</P>

About comparing existing norms, I think it will be useful after comparing the existing norms to understand if a common minimum set of rules could be suggested or taken as reference to mitigate digital divide on cybersecurity. Maybe a general minimum and common set of rules should also concern other issues related to Internet Governance. Please find attached “The Internet Bill of Rights” an Italian initiative. Maybe it could be used as reference for a specific group that would work on defining general principles and rules to be respected in Internet.</SPAN></P>

It takes into account some of the concerns expressed during last Wednesday’s call and makes it more explicit that the BPF would not aim to develop norms, but rather collect and compare existing norms.
