Dear all,
Segun asked me to provide some initial suggestions on outreach evaluation.

Here are my very general thoughts - just to provide the basis for
discussion.


1. Outreach can be understood as an extension and communication of  IGF
principles and values and involvement of new actors


2. The outreach can be evaluated through


   - Media outreach and monitoring
   - Partnership development

Partnership evaluation can be done through process measures (depth and
quality of the relationship) and outcome measures (quantifiable aspects and
why an activity was successful). Process measures (how well partnership
process is working).Partnership Process Measures

   - Has the number of partnerships increased?
      - Have partners demonstrated they clearly understand the IGF
      principles expectations?
      -  Have  partners brought new information and expertise?
   - Events
   - Public awareness
   - Focus groups
      - Surveys

It is important to define key success factors and key audiences/regions to
be addressed (which is done by now)  and key principles/issues to be
communicated.

I think that openness, transparency and multistakeholderism are the key
principles to be communicated to a range of existing and emerging national
and regional initiatives.
