IGF Video Series Feature in UN Office of ICT News Update

Through initiatives to strengthen partnerships with other UN agencies, the UN Office of ICT recently featured the IGFs video series in their newsletter and on their social media pages.

🗂 Secretariat Updates

European Parliament – IGF Secretariat Meeting | 29 September 

 A delegation of eight participants from the European Parliament (EP), led by the Director-General for Information Technologies and Cybersecurity (DG ITEC), met on 29 September with the IGF Secretariat at the Palais des Nations in Geneva.

The European Parliament (EP) has been a longstanding partner of the Internet Governance Forum (IGF), consistently sending substantial delegations — including Members of the European Parliament, representatives of political groups, and secretariat staff — to the annual meetings since the IGF’s inception.

Recently, the EP adopted a resolution on the governance of the Internet and the renewal of the IGF’s mandate, calling on the UN General Assembly, amongst others, to permanently renew the mandate of the IGF, and to strengthen its resources and the multistakeholder model of Internet governance.  

MAG Meeting #10 | 1 October

At its 1 October meeting, the Multistakeholder Advisory Group (MAG) discussed updates from the IGF Secretariat, ongoing WSIS+20 processes, and steps to strengthen its working modalities.

The IGF Secretariat highlighted recent collaborations, including support for 25 youth participants to attend the SEEDIG Youth School and annual meeting in Greece, and ongoing engagement with the Asia-Pacific regional IGF through parliamentary and youth capacity-building activities. The Secretariat is also enhancing the IGF website’s functionality through AI integration and expanding cooperation within the UN system.

The WSIS+20 Informal Multistakeholder Sounding Board (IMSB) shared updates on its recent African regional consultation and encouraged MAG members to participate in the upcoming stakeholder sessions in mid-October.

The MAG continued its discussions on streamlining future working modalities, including the development of a guidance document for new members, enhanced liaison roles with the DCs and NRIs, as well as other UN bodies, and a possible webinar series on improving collaboration.

Cooperation with Asia-Europe Foundation (ASEF) | 14-17 October

 The Secretariat has participated in the ASEFInnoLab6 Conference on 14-17 October in Shanghai, China held under the theme “Universities’ Role in Developing Skills for an AI-Powered Future”. The conference is an experiential learning programme which ASEF is implementing in partnership with Fudan University, De La Salle University and Pavol Jozef Šafárik University with the support of the ASEM Education Secretariat (AES), the German Academic Exchange Service (DAAD), the European Training Foundation (ETF), the European Students’ Union (ESU) and Netmission.Asia.

The Shanghai conference welcomed 45 higher education academics, administrators, experts, and policymakers to engage in dialogues to discuss the overarching theme of the project and work on thematic academic papers to be published under Springer Nature in 2026. The IGF Secretariat introduced its work on public digital policy and capacity development and explained its role as an inclusive platform for this valuable work.

🌍 National & Regional Initiatives (NRIs)

South Eastern European Dialogue on Internet Governance | 10–11 October

 
SEEDIG held its 10th annual meeting in Athens, Greece, bringing together representatives from all stakeholder groups across Southeastern Europe to discuss the future of digital governance and regional collaboration under the theme “A Decade of Dialogue and Cooperation: What’s Next?”


The programme featured diverse sessions on topics such as regulatory approaches to harmful content online, human rights and digital business, digital IDs, co-creation with youth as catalysts for change, securing Internet routing, challenges of ccTLDs, and cyber interference. Discussions spanned technical, policy, intergenerational, security, and human rights dimensions of the evolving digital landscape. Click here for more info.

Asia-Pacific IGF | 11-14 October


The 16th Asia-Pacific Regional IGF convened stakeholders from across the region to explore “The Future of Multistakeholder Digital Governance in Asia-Pacific.”
 

The programme featured various sessions including on AI governance and ethics, digital inclusion, and data rights, alongside dialogues on youth participation, bridging the digital divide, and inclusive policymaking. Through these exchanges, participants reaffirmed the importance of multistakeholder collaboration in shaping an equitable, secure, and human-centered digital future for the Asia-Pacific region. NRI Survey: Impact and Working Modalities
The NRI network is currently collecting data on its impact and working modalities through a dedicated survey. The findings will contribute to documenting the networks impact and explore improvements of their working modalities.

 

🔄 Intersessional Work

 Dynamic Coalitions: Webinar on Quantum Computing | 14 October

On 14 October, the DCs hosted a webinar, in which eight panelists and the IGF multistakeholder community discussed how quantum technologies could transform our societies, economies, and ICT systems, the current state of affairs of quantum computing, and what actions are needed to prepare for “Quantum Day”.

Policy Network on Artificial Intelligence (PNAI)
On 29 September, the PNAI met to explore how the network can better connect with local AI realities, amplify underrepresented voices, and strengthen its coordinating role on AI-related discussions within the IGF ecosystem.

On 23 October, the PNAI will convene to present and discuss the draft 2025 PNAI Report with network members and stakeholders. The discussion will help refine the report ahead of its publication in November.

Policy Network on Internet Fragmentation (PNIF)
On 30 September, the PNIF met to discuss the roles and responsibilities of WSIS stakeholders in preserving an open, secure, and unfragmented Internet, twenty years after the WSIS and the Tunis Agenda first articulated their vision. The discussion placed particular emphasis on the role of the technical community in supporting this commitment.


The PNIF will reconvene on 16 October to present and gather feedback on the draft recommendations developed throughout the 2025 PNIF cycle.

Policy Network on Meaningful Access
The Policy Network on Meaningful Access (PNMA) and its Multistakeholder Working Group continue working on their final output report, which is scheduled to be published on 1 November. The PNMA also submitted its input to the Zero Draft on WSIS+20.

Best Practice Forum on Cybersecurity
During their latest meeting, the Best Practice Forum on Securing Access to the Internet and Protecting Core Internet Resources in Contexts of Conflict and Crises reviewed outcomes from its main session at IGF 2025 in Lillestrøm, Norway, and discussed possible next steps.


Participants reflected on case studies from Sudan, Syria, Ukraine, Gaza, and AFRINIC, focusing on safeguarding civilian Internet access and the resilience of core Internet infrastructure in conflict contexts. The BPF identified three key areas for further work:

  1. Developing a multistakeholder emergency mechanism to restore and secure connectivity during crises.
  2. Exploring normative approaches under human rights and humanitarian law to address Internet shutdowns and disruptions.
  3. Strengthening the multistakeholder governance model to enhance infrastructure resilience.

🎓 Capacity Development

Youth School alongside SEEDIG | 9 October


Held on 9 October, the Youth School at the South Eastern European Dialogue on Internet Governance (SEEDIG) brought together university students and young professionals from 18 countries across the region for a dynamic capacity-building experience in Internet governance and digital policy.

As part of its global capacity development efforts, the IGF Secretariat in cooperation with GIZ supported the school substantively and financially, to strengthen youth participation through global, regional, subregional, and national IGF initiatives.


Regional Parliamentary Track alongside APrIGF | 11 October


The second edition of the regional Parliamentary Track at the APrIGF took place online on 11 October in line with the overarching theme “The Future of Multistakeholder Digital Governance in Asia Pacific”.


In a first session, key technical players of the Internet ecosystem from the region provided valuable insights into the technical operations of the Internet. In the following session, a representative from the Upper House of Nepal was invited to share views on the governance of digital platforms in Asia-Pacific. Recordings and presentations are available on our IGF YouTube channel and IGF 2025 Parliamentary Track webpage, respectively.

Asia-Pacific Youth IGF | 11 October


The Asia Pacific Youth IGF brought together over 150 young participants from across the region, including local remote hubs in Pakistan and the Philippines, to exchange ideas on shaping a more inclusive and equitable digital future.


Within the IGF’s capacity development framework, the IGF 2025 Youth Track hosted its 3rd capacity development workshop at the yAPrIGF, engaging all generations in a dialogue on social media regulation and age verification.

Through vibrant exchanges on issues such as AI governance, and digital inclusion, participants reaffirmed the essential role of youth as co-governors of the digital age.

Regional Parliamentary Track alongside LACIGF | 3-4 November


The IGF Secretariat collaborates on a regional Parliamentary Track with the legislature and government of the Province of Cordoba, and the secretariats of the Argentina and Latin American and Caribbean IGFs. The event, taking place on 3 and 4 November both online and onsite, is open to all interested participants, including but not limited to Members of Parliament of relevant parliamentary committees working on digital affairs and Internet policy issues. 📝 WSIS+20 Review

 Written inputs to the Zero Draft on WSIS+20

On October 7, all written inputs to the Zero Draft on WSIS+20 were published. The submissions include input from Governments, Civil Society, Technical and Academic communities, the Private Sector, UN and Intergovernmental Organizations, and other Multistakeholder Groupings. All written submissions can be viewed here.

Call for Side Events on the margins of the WSIS+20 High-Level Meeting of the United Nations General Assembly

The Secretariat of the WSIS+20 review process published a call for side events to be organized from 15 to 17 December 2025 on the margins of the WSIS+20 High-Level Meeting of the United Nations General Assembly. Interested stakeholders can find more information on the WSIS+20 website and submit a side event proposal by 31 October.

IGF Leadership Panel Meeting | 26–27 August

LP Newsletter

The IGF Leadership Panel gathered in New York on 26–27 August for two days of strategic discussions and high-level engagements at UN Headquarters.

🔹 Stocktaking & Strategy – Reviewed progress on IGF visibility, linkages to global digital processes, and thought leadership (e.g., The Internet We Want).
🔹 Report to the Secretary-General – Agreed on outline of upcoming report highlighting achievements, gaps, and recommendations for the IGF’s future.
🔹 High-Level Engagements – Met with Li Junhua, Under-Secretary-General for Economic and Social Affairs, Guy Ryder, Under-Secretary-General for Policy, and Amandeep Singh Gill, Under-Secretary-General and Envoy on Technology to align IGF contributions with UN digital cooperation.
🔹 Collaboration Strengthened – Exchanged with the Multistakeholder Advisory Group (MAG) and the co-facilitators of the WSIS+20 Review on next steps in global digital governance.
🔹 IGF’s Role Reaffirmed – Emphasized IGF as a platform to connect communities, amplify grassroots perspectives, and address emerging issues.

The MAG Working Group on Strategy hosted a series of four webinars this August to explore Non-Papers released as part of the WSIS+20 review process.

🌍 National & Regional Initiatives (NRIs)
The 177 National, Regional, and Youth IGF initiatives (NRIs) continue to collaborate on a wide range of issues. Following their successful participation in the 20th annual IGF, the network is now focusing on contributing to the WSIS+20 implementation process, remaining attentive to the Global Digital Compact (GDC) implementation, and improving its modalities to enhance visibility, foster stakeholder engagement, and increase impact.

A joint NRI contribution to the WSIS+20 consultations has already been submitted.

Over thirty NRIs meetings are expected to take place during the last quarter of this year. Below are the main takeaways of the meetings held in August.

Caribbean IGF | 20-22 August

The 21st Caribbean IGF and the 4th Youth Caribbean IGF recently concluded in Varadero, Cuba.

The Very First Iraq IGF | 30-31 August

Iraq IGF

The first Iraq IGF convened a 2-day forum in Baghdad with the participation of more than 500 representatives from government entities, the private sector, civil society and academia, technical community, coming from Iraq but also the wider region and international community.

The community highlighted the need to:

Accelerate infrastructure investment
Foster cross-border partnerships
Improve digital financial services and support SMEs
Sustain Iraq IGF multistakeholder dialogue

🔄 Intersessional Work
Dynamic Coalitions: Webinar on Gaming & Gamification | 27 July
Six Dynamic Coalitions came together for a high-level webinar exploring how gaming and game mechanics can drive progress beyond entertainment.

Key takeaways:
The potential of gamification to lower barriers for underserved communities.
The importance of ethical and inclusive design principles.
The role of multi-stakeholder collaboration in scaling solutions responsibly.

Policy Network on Artificial Intelligence: Multistakeholder Working Group Meeting | 2 September

The Policy Network on AI (PNAI) Multistakeholder Working Group held its latest meeting on 2 September.

The session focused on the first two topics of the upcoming PNAI Policy Brief report:
The main activities and role of PNAI, and how it develops recommendations and insights
The value PNAI brings to international AI fora and high-level governance dialogues


Policy Network on Meaningful Access
The Policy Network on Meaningful Access (PNMA) and its Multistakeholder Working Group continue working on their final output report and specifically on contributing feedback to the WSIS+20 Zero Draft. The upcoming meeting on 26 September is open to all to join.

Policy Network on Internet Fragmentation
The Policy Network on Internet Fragmentation (PNIF) invites everyone to join their next meeting on 30 September, focused on exploring ways to support global efforts in preventing, identifying, and addressing Internet fragmentation.


Best Practice Forum on Cybersecurity
The Best Practice Forum (BPF) on Cybersecurity invites all stakeholders to submit written inputs on the roles of different actors in ensuring secure Internet access during conflicts and crises.

🎓 Capacity Development
The IGF Secretariat continues to work with stakeholders worldwide to build capacity in Internet governance, with a special focus on developing countries.

At the 20th IGF in Norway, amongst dozens of remote hubs organized globally by various stakeholders, six hubs received financial support through grants, held in Bangladesh, Benin, Côte d’Ivoire, Ghana, South Africa, and Zambia.

Amongst the 177 active National, Regional, and Youth Initiatives (NRIs) the Secretariat cooperates with, eleven received grant support: Argentina IGF, Asia Pacific regional IGF (APrIGF, online), Bangladesh IGF, Bosnia and Herzegovina IGF, Caribbean IGF (Cuba), Colombia IGF, El Salvador IGF, Latin America and the Caribbean IGF (LACIGF, Argentina), Liberia IGF, North African IGF (Morocco), and Southeastern European IGF (SEEDIG, Greece).

Through the Youth Track, the IGF continues to create intergenerational and multistakeholder spaces for cooperation and exchange of good practices. Following the IGF 2025 Global Youth Summit in Norway, and workshops held in conjunction with EuroDIG and the African IGF, the next youth-focused sessions will take place at APrIGF and Youth LACIGF.

Parliamentary Engagement

Parliamentary Track

Communities worldwide are engaging directly with legislators - sharing concerns, shaping better digital policy, and exploring how the multistakeholder community can better support policymaking processes. The IGF Parliamentary Track held at the 20th IGF in Norway continues to expand to activities organized in cooperation with the upcoming regional IGFs, such as the APrIGF and LACIGF.

📝 WSIS+20 Review
Written inputs to the Zero Draft in the form of text proposals should be sent by email in MS Word format to ungawsisreview@un.org no later than 26 September. All submissions will be made available online.

On 13-14 October, consultations with Stakeholders and Member States will be held virtually on two days to accommodate for different time zones:
• 13 October, 10:15pm EST
• 14 October, 10am EST

In Memoriam

Péter Major (1949-2025)

Péter Major

It is with great sadness that we share the passing of Péter Major. He leaves behind his wife of 44 years, two daughters and four grandchildren.

Peter was an exceptional contributor to the field of Internet governance for many decades through his work at the ITU, CSTD and the IGF. He was a strong supporter of the IGF, through his service on the MAG and the CSTD Working Group on IGF Improvements.

He will be deeply missed. To Peter’s family and friends, the secretariat extends its heartfelt condolences.

Together with Peter’s daughter, Vera, the secretariat has created a memorial page. We invite you to share your thoughts and memories there, which will be passed on to his family.

A 20th Anniversary IGF in Norway

The IGF will mark its twentieth year from 23 to 27 June 2025 in Lillestrøm, Norway under the theme, Building Digital Governance Together.

Complementing the meeting’s theme and on the basis of stakeholder inputs, the IGF Multistakeholder Advisory Group (MAG) has selected four subthemes to shape the programme:

  • Digital Trust and Resilience
  • Sustainable and Responsible Innovation
  • Universal Access and Digital Rights
  • Digital Cooperation

Topics surrounding global digital cooperation, trust, digital rights and innovation, including in the field of AI, are more critical than ever as digital technologies rapidly transform our societies. Intersecting the SDGs, the recently adopted UN Global Digital Compact (GDC), and longstanding UN World Summit on the Information Society (WSIS) Action Lines, discussions on these issues and more represent an opportunity to reflect on the global digital landscape and channel multistakeholder perspectives toward the twenty-year review of WSIS (WSIS+20) later this year.

Come celebrate twenty years of IGF with us – of inclusive, open, transparent dialogue on digital public policy that has dramatically expanded its reach across constituencies and in communities around the world. Whether participating as a session or booth organizer, onsite or online, as a seasoned digital advocate or first-time IGFer, your voice has an impact in a pivotal year.

Call for IGF 2025 Session Proposals – until 12 March!

The IGF 2025 Call for Session Proposals will run until Wednesday 12 March, 23:59 UTC.

The annual process to contribute to the IGF programme is open to anyone: all are invited to submit proposals under the meeting’s subthemes and select different session types. These include traditional workshops competitively evaluated by the MAG, open forums reserved for governments and intergovernmental organizations, lightning talks, and special networking or launch and award sessions.

Calling for Village Booths & Remote Hubs

Alongside the call for sessions, interested organizations can apply to host a booth in the IGF Village, the meeting’s exhibition space. Booth holders will also be represented in the IGF’s virtual Village and venue, a visually stunning simulation of the meeting environment, popular in Riyadh and in IGFs since 2021. Whether with a physical or virtual booth, the Village remains a lively, engaging space at the Forum where participants can showcase their work and make effective connections with one another.

Online participants who want to experience the IGF in a group setting can do so by registering as a Remote Hub. Hubs can be organized from schools, offices and homes and provide the opportunity to participate virtually in IGF in a more meaningful way alongside peers. Small grants for hubs in the Global South are available on a limited basis.

After a successful pilot in 2024, professional journalists from Global South countries can now apply for travel support to attend the 20th IGF in Norway.

The requirements are simple: three years or more of professional reporting experience; a record of publication on digital issues in recognized outlets; and Global South citizenship!

Covering the IGF is a chance for journalists to speak with experts on the digital issues of the day, network with attendees and fellow media professionals, and produce impactful reporting for their audiences. Journalists also have a critical stake in the evolution of digital technologies and are encouraged to add their voices to the IGF’s policy discussions.

On the Horizon: Register for 2nd Open Consultations & MAG Meeting

The Second Open Consultations and MAG Meeting will take place on 14-16 April in Geneva, Switzerland and online. On 14 April, the traditional first day dedicated to open consultations, all are invited to join and share their thoughts on the shaping of the IGF annual meeting programme and plans for the Forum through the end of the year. During MAG deliberations on 15 and 16 April, anyone may continue to participate as an observer.

Intersessional News: NRIs, Youth & Parliamentary Activities, PNs & BPF, DCs

National, Regional, Subregional & Youth IGF Initiatives (NRIs)

The NRIs network continues to grow in both quality and quantity. Among the most recently recognized NRIs is the national IGF of Singapore. Currently, the IGF Secretariat facilitates the work of 177 NRIs planning and implementing their joint activities, including participation in the WSIS+20 review preparatory process, the 20th annual IGF and IGF 2025 intersessional work.

Workshops co-organized with the IGF Secretariat at the recent Arab IGF in Amman, Jordan shared best practices on establishing and sustaining IGF initiatives and created a platform for multistakeholder exchange on ways to strengthen digital governance in the framework of GDC implementation and the WSIS+20 Review.

IGF Youth Track

The IGF 2025 Youth Track builds on the success of last year’s track, which explored the policy implications of AI through intergenerational dialogues. Following open, bottom-up consultations, the IGF 2025 Youth Track working group decided to focus on the theme of multistakeholder approach to digital governance issues.

At the invitation of French Digital Ambassador Henri Verdier, the track’s activities began early in the year with the preparation of an outcome declaration-style document, which was presented and discussed at the AI Action Summit hosted by the Governments of France and India in February 2025 in Paris. The track was represented on-site by several young leaders from Belgium, Brazil, Ethiopia, France, Guatemala, Myanmar, the Netherlands, Peru and the Republic of Korea.

To explore its overarching theme, the IGF 2025 Youth Track will hold issue-focused, hybrid capacity development workshops at EuroDIG and its YOUthDIG (Strasbourg, France), at the Youth African IGF (Arusha, Tanzania),Youth APrIGF (Kathmandu, Nepal) and Youth LACIGF. Topics will include issues related to social media regulation, sustainability, human rights, new and emerging tech and cybersecurity. A follow up on the discussions from the AI Action Summit will be part of the IGF 2025 Youth Track’s first workshop at YOUthDIG.

The IGF 2025 Global Youth Summit will take place on 23 June.

IGF Parliamentary Track

The Parliamentary Track at the 20th IGF will take place on 24-25 June with over 100 parliamentarians from around the world set to participate. The IGF Secretariat, the Inter-Parliamentary Union (IPU), and Storting, the Norwegian Parliament, issued the IGF 2025 Parliamentary Track invitation letter, which will be dispatched to all Presidents of IPU Groups.

The programme of the Track will be developed in partnership with the IPU and Storting, drawing on the IGF 2024 Parliamentary Track output document. The Secretariat is also closely collaborating with NRIs interested in organizing regional parliamentary tracks.

Policy Networks (PNs) & Best Practice Forum (BPF)

The IGF 2025 cycle will focus on four policy workstreams. Policy Networks on Artificial Intelligence, Internet Fragmentation, and Meaningful Access continue from previous years, with the Best Practice Forum on Securing Access to the Internet and Protecting Core Internet Resources inaugurated in 2025. Stay tuned for open invitations to help kick off their work!

Dynamic Coalitions (DCs)

The community of IGF Dynamic Coalitions is growing! With 32 DCs today, coalitions work year-round on issues as diverse as Digital Financial Inclusion, Data and Trust, and the Interplanetary Internet. All are invited to contribute to their activities and join their events.

The Dynamic Coalition Coordination Group (DCCG), made up of representatives of each coalition, held its most recent meeting on 20 February focused on DCs’ upcoming series of jointly organized webinars.

Multistakeholder groups committed to the promotion or research of specific digital policy topics can apply with the Secretariat to form an IGF DC at any time.
