Thank you for this update---unfortunately, the news comes way too late for
some of the affected participants.

In the case of our own Titi Akinsanmi (Google's Head of Policy for Nigeria
and Ghana) she is with us this week at the Google Headquarters in Mountain
View in meetings through the end of the week.  For Titi to receive her
visa, she would need to first travel back to Nigeria to pick up her visa
and then travel to Indonesia, and the timing and cost for this additional
routing is making it very difficult for her to attend because of the
extraordinary expense and unconventional routing.

In the case where there are no Indonesian embassies (I believe this is the
case for Moldova) the problem is similar.  I don't know how many people are
in this category, although I hope that we can talk through this when we are
in Bali so as to make sure that this kind of problem is addressed further
in advance.

This may be impossible, but if there is any way for the Government of
Indonesia to take the extraordinary measure to make sure that visa
applicants like Titi and Veronica (and others in that category) can receive
their visas on arrival at the airport, this would be a very strong sign of
good faith.  It won't be easy, because the appropriate representative from
MoFA would need to (a) organize the exception, (b) contact the airlines to
let them know (so that they are allowed to board), and (c) issue other
letters as may be required.

I realize that such measures may be difficult to undertake at this late
hour, but I genuinely hope that the government will consider taking this
on.  The universe of people that are in this category is reasonable, and
with the appropriate effort, it is possible for a solution to be found.
