Dear MAG colleagues,

Fyi – you will find at the end of this note a summary of the coordination call that was held with the IGF Best Practices Lead Experts on Monday, and that some of you participated to. As soon as the UN consultants are in place, they will be able to work with the Lead Experts to synthesize the discussions taking place in each group and produce the first draft outcomes, open for public comment (target date is 15 August).

Please also send written contributions to document the IGF Best Practices to this address: discussion_questions at intgovforum.org<mailto:discussion_questions at intgovforum.org> All submissions will be posted, thus providing a useful repository of background information.

Subject: Follow-up - Lead Experts - IGF Best Practices

Dear Lead Experts,

A quick note to follow-up on our coordination call last Monday, and a brief summary for those who were unable to attend the call:

- It was noted that discussions on the mailing lists tend to progress when the Leads provide draft definitions, or ideas to react to (e.g. definition of the issues, regional specificities, etc.)

- The UN consultants will be in place soon but we need to acknowledge that they will have limited time to assist you and we should focus their tasks. The priority for them will be to synthesize the outcomes of the discussions taking place on the various mailing lists. This could include providing some background information/research on each theme (to be discussed with each Lead).

- The 8 questions of the common template (below) can be used as a basis to structure the outcomes of each group, bearing in mind that we recommend some flexibility:
1.     Definition of the issue
2.     Regional specificities observed (e.g. Internet industry development)
3.     Existing policy measures and private sector initiatives, impediments
4.     What worked well, identifying common effective practices
5.     Unintended consequences of policy interventions, good and bad
6.     Unresolved issues where further multistakeholder cooperation is needed
7.     Insights gained as a result of the experience
8.     Proposed steps for further multistakeholder dialogue

- The consultants will work with the Lead Experts to produce a first draft outcome (e.g. 2-pager) by mid –August. The draft will be open for comments through an iterative process, the goal being to present in Istanbul a document on which we've reached consensus . The outcome document should be mainly descriptive as we should not be conducting a negotiation process. The consultants will rework the draft outcomes on the basis of Istanbul discussions, incorporate any new comments and the final publication would be planned after the IGF.

- Lead Experts need to start organizing the 90 minute sessions of their Best Practices Forum in Istanbul. One Lead Expert or the Chair of each Forum will be asked to report into the Main Session on IGF Best Practices. Please start thinking about who could play this role.
