Dear MAG members
For your consideration, please find below and also attached as a PDF
document a proposal for a main session entitled "The NETmundial
Multistakeholder Declaration and the Evolution of the Internet
Governance Ecosystem".
IGF 2015 will happen around 18 months after the NETmundial event in São
Paulo, in April 2014. It will be time to take stock of how well is the
Internet Governance community advancing regarding both the governance
principles enshrined in the final NETmundial Multistakeholder
Declaration and the actions proposed in its roamap.
It is especially relevant to remember that the NETmundial declaration
proposes IGF as the focal point for the discussion of many issues that
are not being adequately addressed by existing organizations and fora.
Among other aspects, the session shall take stock of how well those
issues are being handled by the community and how can IGF in particular
advance in their discussion.
Please notice: this session IS NOT about the NETmundial Initiative!

The NETmundial Multistakeholder Declaration and the Evolution of the
Internet Governance Ecosystem
*Goals*
1)To take stock of the evolution of the IG ecosystem with regard to (a)
the principles enshrined in the NETmundial Multistakeholder Declaration
and (b) its roadmap.
2)To assess the current and future impact of the NETmundial
Multistakeholder Declaration on IG processes.

Relevance to the IGF and to the IG community*
The NETmundial event has been considered a landmark on the IG ecosystem,
both because of its multistakeholder processes and because of its
concrete outcome, namely the NETmundial Multistakeholder Declaration.
This declaration covers a wide range of IG issues that are of great
interest to IGF. In particular, the declaration proposes IGF as the
focal point for the discussion of many issues that are not being
adequately addressed by existing organizations and fora. The session
shall take stock of how well those issues are being handled by the
community and how can IGF in particular advance in their discussion.

Invited participants*
A selected number of speakers will represent the four main stakeholder
sectors, as in the NETmundial event (governments, private, civil
society, academic/technical), respecting diversity regarding geographic
regions and gender and also representing main organizations and fora
involved in IG processes.

Description*
Participants shall address three main issues:
1)Are organizations and fora following the principles of IG laid down in
the NETmundial Declaration? Are there efforts to correct possible
problems with this regard?
2)How well is each item in the NETmundial roadmap being covered by the
current IG ecosystem? Are those items being covered according to the
NETmundial principles? What else should be done / initiated by the
community in this regard?
3)How can the IG community advance towards the NETmundial proposal of
turning the IGF into the focal point for the discussion of those issues
that are not being adequately addressed by the current IG ecosystem?

Format and outcome*
Initial short presentations by the invited speakers will set the scene
and synchronize the audience with the NETmundial Declaration and with
the main challenges deriving from it. Discussions shall mainly involve
the audience. Remote participation will be strengthened, for instance
adopting mechanisms already applied at the NETmundial event, such as
remote hubs. Local and online participants will line up in four
microphones, one for each sector, as in the NETmundial event. A
rapporteur will prepare a document with main conclusions and
recommendations.
