[IGFmaglist] PROPOSAL FOR “SETTING THE SCENE” SESSION FOR IGF FIRST TIMERS

Dear MAG Members,
Further to the discussions on the MAG virtual call dedicated to main sessions held yesterday, and a very encouraging response on emails (below) for reinventing the “Setting the Scene” session as one dedicated to IGF new comers, please find below a brief proposal and program.
Background to the Proposal
MAG has held several discussions in the past regarding holding a meaningful session for IGF first timers.  This is especially needed since nearly half of the onsite participants at any IGF are usually first timers. Consequent upon those discussions, it was proposed that out of the block of the 3 hour main session usually allocated to “Setting the Scene, Opening ceremony and Opening session”, post lunch on Day 1, 60 minutes (“Setting the Scene” portion) can be used for addressing this gap.
Other Initiatives for IGF New Comers Welcome
In addition to this proposal, other initiatives regarding a new comer’s track, new comer’s booth, badges, ribbons and volunteers, should be discussed, following specific proposals from MAG members on how to execute such ideas.
The following proposal is restricted only to modifying the “Setting the Scene” session to make it contemporary, more meaningful and directly relevant, not just to the new comers (primary target audience) but also the broader IG community who could use the 60 minutes to get a bird’s eye view of the 4 day schedule and gain deeper insight into the planning of IGF 2016.
Objectives of the Proposal

(1)         Give new comers an overview of IGF, its history, extension, objectives, achievements, what to expect, IGF 2016 planning, main themes, subthemes, main sessions and workshops.

(2)         Give new comers an insight into program structure, how to pick themes, sessions or workshops based on their preferences or special interests.  Assist new comers and others with the venue details and other relevant information.

(3)         Introduce new comers to the planning process, the roles of various actors, stakeholder involvement and introduce them to stakeholder volunteers (if volunteers are available).

(4)         Specifically invite new comers and the IG community to participate in the deliberations from the floor or using remote participation facilities during the 4 day IGF.

(5)         Respond to queries and comments by new comers / others, by ensuring the session remains interactive for both onsite and remote participants.

“Setting the Scene” preceding the Inaugural / Opening Session on Day 1
The “Setting the Scene” is usually held for 60 minutes post lunch  immediately preceding the Opening Ceremony / Opening Session, on Day 1.
In the past, this session has been used for highlighting some of the key issues and holding a general discussion on pre-identified themes, involving a mix of MAG members, IGF veterans and select subject matter experts.
In the modified format, it is proposed that a moderator, the MAG Chair and organizers of main sessions present brief overviews but also ensure that they can provide linkages to the main theme, subthemes and most importantly workshops, thereby presenting the entire spectrum of choices and opportunities for participation, available to new comers. If volunteers, new comer’s track and new comer’s booth are available, the same may be introduced during the session.
 A modified format to meet the above objective is proposed below.

Designated speaker to present overview of IGF 2016.
To include: The structure of IGF 2016, number of main sessions, workshops and other sessions, insight into  venue, navigating the program, making enlightened choices, and contributing to discussions from the floor.  Any housekeeping announcements on behalf of the host.


4.

2 Minutes

Main Session 1 organizer – Assessing the Role of Internet Governance in the Sustainable Development Goals (SDGs). To include: Objectives of the session, highlights of the session, who participated, key outcomes, linkages to workshops for those interested in SDGs. (this main session would have been completed)

Main Session 2 organizer: Sustainable Development, Internet and Inclusive Growth
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Main Session 3 organizer: Shaping the Future of Internet Governance
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Main Session 4 organizer: Human Rights: Broadening the Conversation
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Main Session 5 organizer: IGF Dynamic Coalitions (DCs)
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Main Session 6 organizer: IGF Best Practice Forums (BPFs) and Policy Options for Connecting the Next Billion(s)
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Main Session 7 organizer: National and Regional IGFs (NRIs)
To include: Objective of the session, rationale for choice, key subthemes, structure, panelists, opportunities to participate from the floor, linkages to workshops,  time, duration.

Standup Introduction for MAG / other stakeholder volunteers who are willing assist new comers

Open interaction and Q&As with new comers / delegates

MAG Chair.
To include: Closing remarks and observations, any relevant issues that need response, final welcome to all delegates  and again invite them to participate in the proceedings from the floor.

Note:  Current proposal reflects approved sessions only.  Names and duration may alter based on final decision of MAG. Session Organizers to choose a presenter from amongst themselves.

Excellent suggestion Virat. I strongly support having a mind to newcomers in this ‘setting the scene’ session.  Look forward to the proposal and happy to help as a private sector referent for newcomers during the session.
Staffing a booth will be challenging given the schedule of commitments we have during the meeting, including our ICC BASIS booth but we would be happy to include newcomer info from IGF Secretariat at our booth and perhaps other stakeholders with booths could also to reach new people wherever they come looking for info.
