As requested below ahead of tomorrow's MAG meeting, please find a written update on the BPF on Cybersecurity.
I will be on the call tomorrow but will miss the last 35 minutes, so hopefully the written update will suffice if I have already left by the time we get to BPF updates. Please let me know if you have any questions.
Ben Wallis, BPF Cybersecurity co-facilitator
BPF Cybersecurity update, 25 September 2018
Two call for inputs were launched in August, one general call for inputs (https://www.intgovforum.org/multilingual/content/bpf-cybersecurity-2018-contributions) and one specifically directed to NRIs (https://www.intgovforum.org/multilingual/content/bpf-cybersecurity-2018-contributions-nris).
We sought to amplify the call through the IGF mailing lists and social media channels (Twitter and Facebook), in a number of private email conversations and an article on CircleID (http://www.circleid.com/posts/20180827_taking_a_multi_stakeholder_look_at_cyber_norms/) by Maarten van Horenbeeck, who is leading the drafting of the report. The BPF was also mentioned in a statement to the Global Commission on the Stability of Cyberspace in Singapore (https://www.first.org/blog/20180923-GCSC_address).
Alongside the call for inputs, we also published a background paper (http://www.intgovforum.org/multilingual/filedepot_download/3405/1294) which provides a starting point and some context for this year’s specific topic of Cybersecurity Culture, Norms and Values.
The BPF had invited contributions by15th September and we have so far received 14 responses, which are posted at the bottom of this page (https://www.intgovforum.org/multilingual/content/bpf-cybersecurity-2018-contributions). It is still possible to submit contributions. While a respectable number, we have so far not seen significant contributions from the government stakeholder group. We are investigating this and may perform some personal outreach ahead of the meeting in Paris.
We are now drawing up the 2018 BPF Cybersecurity Output Document, and intend to publish a first draft output around 15th October - contributions are still welcome, and will as much as possible be reflected in the draft. We chose to get the draft Output Document out by mid-October in order to give IGF 2018 participants time to digest and prepare views on the document before we present it for discussion at the meeting in Paris.
We are currently planning a set of telephone conferences in October and November to start planning for the Paris session of the BPF. During this session we plan to review the draft findings of the document and gain input from additional stakeholders, as well as highlighting some of the findings so far.
We will then update the document to take into account views received in Paris and have it ready for publication by the end of January, as per agreed MAG processes and timelines.
