With apologies for the delay, I would like to express support for the points raised by Sophie and Hazar regarding the BPF proposal titled "Committed actions to make Internet sustainable and affordable for everyone."

As iterated by the BPF on BPFs report, "the objective [of a BPF] is not to develop new policies or practices, but rather to collect existing good practices."  The "Committed actions" proposal, however, includes the "preparation of policy proposals on new models for...OTTs."  It focuses specifically on OTT taxation, which is not an appropriate topic for a BPF for various reasons, including for its controversy.

I would agree with dedicating Secretariat resources to supporting a multistakeholder effort focused on collecting best practices for creating affordable Internet access, but that does not seem to be what is proposed here.

I first wanted to thank the authors of the BPF proposals for the work and efforts that they have put into developing these proposals. As a new MAG member, it is very impressive to see the diversity of the proposals and the opportunities that they bring with them.

I would like to seize the opportunity to provide my thoughts and feedback on the proposals received.


General comments
I understand that my comments should be guided by the criteria that have been set out to review the BPFs (Relevance and suitability of the topic; Community of interest; Metrics to evaluate the functioning of completed BPFs; and Expected output and contribution to IG discussions and decision-making processes). Therefore, it would be great to have more clarification on whether those BPFs that are seeking renewal, will be providing metrics to shed light on their past achievements (e.g. how many meetings were held, how many members, what is the breakdown of supporters per stakeholder group / geography, etc.)

In addition, I would also like to know how the discussions on the IGF multi-year plan and themes will also be taken into account.

Last, but not least, given the limited resources of the Secretariat, it would be helpful to have a clear indication of the total number of BPFs that can realistically be supported (consultants, outreach, outputs and comms, etc) this year.

Substantive comments on the proposals
Committed actions to make Internet sustainable and affordable for everyone
As Hazar pointed out yesterday, it is also my understanding that last year the MAG decided to use the 2020 BPF proposal as basis for a Main Session, with the anticipation that the conclusions of the Main Session will inform a BPF proposal in 2021, thereby building on discussions and conclusions of the IGF community. Looking at the report of that session, as well as the overall IGF 2020 messages, it does not seem as if this BPF proposal builds upon these. Given that affordable Internet access is one of the fundamental topics of IGF conversations year after year, I would welcome if this proposal would be consistent or at least build on the reported outcomes from IGF 2020 discussions.

Furthermore, in line with the BPF criteria and the overall spirit of the IGF, all BPFs should be inclusive of all stakeholders, geographies and sectors and pave the way for conversations where all would be encouraged to contribute and discuss how they can cooperate and share good practices and strategies towards the stated goal (internet affordability). I believe there are better chances for such an inclusive conversation if we look more broadly to the various policy approaches aiming for more affordable Internet access. This would also allow us to present an overview or menu of existing approaches, as opposed to looking for a specific solution to a narrow issue.

As noted by our Chair yesterday, it would be great to have more clarification on the support that this proposal has (e.g. through a letter or email) from the two supporters that are listed, and what that entails. Have the supporters been involved in the e.g. the drafting and editing od the proposal or are they assumed to be supporters given that they were speakers at the Inclusion main session at the last IGF?

Environment proposal
I would welcome further clarity on how this proposal links with the Policy Network on Environment and Digitalisation. My concern is that a lack of robust coordination between the BPF proposal and the PNE could cause confusion among the community, create overlaps and put additional strain on IGF resources.


Cybersecurity proposal
I welcome this thoughtful and highly relevant proposal, which benefits from a good network of supporters.


Local content proposal
I also welcome this proposal, perhaps some consideration could be given to how it could contribute to broader issues that will be discussed as the key issues in the 2021 edition of the IGF.


Gender proposal
I very much welcome this proposal which will be bringing a gender perspective to internet governance discussions.

As set out above, I would welcome having metrics to shed light on past achievements of these latter three proposals (e.g. how many meetings were held, how many members, what is the breakdown of supporters per stakeholder group / geography, etc.).
