Open, Shared, and Sustainable Digital Infrastructure for All
A multistakeholder effort to advance policies and practices that support open, interoperable, sustainable and accessible digital infrastructure.
What is this work about?
The IGF Policy Network on Open Digital Infrastructure (PNODI) is a new Policy Network for the 2026 cycle. It brings together all stakeholders, including governments, the technical community, civil society, the private sector, academia and intergovernmental organizations, to examine the governance, sustainability and openness of the shared digital infrastructure that supports global connectivity.
This is a new initiative. Further details on the network's specific focus areas, work plan and outputs will be developed in consultation with the community.
Why it matters
Open digital infrastructure, including open-source software (OSS), open standards and digital public goods (DPGs), plays an important role in supporting the functioning of the Internet and the digital economy. At the same time, challenges remain regarding the governance, financing and long-term sustainability of such infrastructure. Many OSS projects and DPGs face resource constraints, governance arrangements vary across jurisdictions and stakeholder groups, and concerns have been raised regarding the concentration of digital resources and capacities.
This Policy Network aims to explore policy frameworks, governance approaches and investment models that could support the sustainability, resilience and openness of digital infrastructure. As stakeholders increasingly rely on shared digital infrastructure, there is growing interest in strengthening multistakeholder cooperation for its stewardship. The work of the Policy Network will contribute to identifying practical approaches for supporting open digital infrastructure as a shared resource for innovation, development and digital cooperation.
