Heiki Sibul is the CEO of the Estonian Internet Foundation (EIF), which represents the Estonian Internet community and handles the management of Estonia's top-level domain .ee.
Mr. Sibul has been the Estonia’s representative in ccNSO which is a supporting organization within the structure of The Internet Corporation for Assigned Names and Numbers (ICANN). Since 2015, he is also in charge of organizing the Estonian Internet Governance Forum called National Internet Day. EIF was a co-host and co-organizer of EuroDIG 2017 in Tallinn, Estonia.
Throughout his career Heiki Sibul has contributed to the development of the Estonian Internet. He has extensive experience in organizing Estonian elections, he was the Chairman of the Estonian National Electoral Committee from 2000 – 2012, and the vice-chairman from 1996 – 2000. He was the leader of the Estonian Internet voting project from 2003 - 2012, which was his most significant contribution.
From 1991 Mr Sibul held different positions in the Estonian Parliament (Riigikogu), from 1995 - 2012 he acted as the Secretary General of the Riigikogu. He was a member of the Association of Secretaries General of Parliaments (ASGP) from 1996 – 2012 and a member of the ASGP Executive Committee from 2008 - 2011.
He was also a member of the Supervisory Board of the National Library from 1995 – 2012 and the vice-chairman from 2005 – 2012.
Since 2013 Mr. Sibul is the Chairman of the Council of Civil Service Ethics.
Mr Sibul holds a MA in Law and Political Sciences from the University of Tartu.
