[DC] Draft submission to IGF MAG

Everyone, I cannot be heard on the call although I am dialled in as
"dial-in user 2".  I can hear everything but cannot participate via the
web or be heard via the phone.  Apologies for this.  If anything can be
done to fix the phone system, please let me know.
