Particularly this issues can be some aspect opinion, Society/Citizen's opinion, Operator's and Government's aspects. finally each opinions should be focusing on the sustainability of Communication infrastructure on the society. This session will be conducted clarifying conflicted point by each opinion and getting proceed for how to keep safely and sustainable network and encourage for customer's communications.
We will have diversity speakers. as Sector, and Multi-national country. We will have another gender's;
- Sector; Private sector and Government sector, Technical Sector will attend this session.
- Geography; We will have some of participants as distributed for Asia region and another regions. It's multinational formation.
The Internet is based on local network infrastructure, such as fiber, buildings, conduits and electrical poles, which have been maintained by traditional telecommunication business like the PSTN. Additionally, people using voice communication on the PSTN understand that it has a certain level of security and privacy protection, which can also be regarded as a cultural infrastructure. Development of call applications might lower usage of the PSTN, which will eventually decrease support of these infrastructure by the citizens. Thus, sustainability of traditional telecommunications services may affect investment for the common infrastructure of the PSTN and the Internet, which might affect access by the people to the Internet eventually.
Presentation #1; The roles and features of the PSTN as social infrastructure. Regulatory issues related to sustainability of the access network (20 minutes)
To start the discussion, in this part, we will explain how the PSTN works, its role as a social infrastructure, its responsibilities such as universal service and emergency calls, numbering standards, privacy and security protection. We will also explain differences in the region.
Presentation #2; Characteristics of call application and concerns about security, privacy protection and law enforcement . (10 minutes)
In this part, we will explain how call application functions and the differences between the PSTN. Call applications not only have features such as party calls and online chatting but they also have different network architecture and management compared to the PSTN. By understanding these differences, we will try to clarify the differences in its features, responsibilities and risks.
Open discussion with the floor (30 minutes)
We would like to discuss what might happen with development of call applications and concerns and issues. For example, who will owe the cost to develop and maintain telecommunication infrastructure, sustainability of telecommunication services, interconnection issues, operation and policies to protect privacy and security. Especially, we would like to discuss how we can develop and maintain telecommunication infrastructure while usage of various call applications develops, whether all traditional social infrastructure will be essential and who will maintain such things.
Today, call applications are highly popularized with the development of the Internet, mobile networks and smartphone handsets. Call applications provide interactive communication and some other new customer experiences in an economical manner. However, growth of call applications has raised issues such as development of social infrastructure by the PSTN, social security and privacy. These issue may challenge citizens for continual usage of traditional communication in the long run. It may possibly interfere with citizen's communication and privacy. In this discussion, by comparing structure, functions and governance between the PSTN andcall applications, we will discuss the role, function and sustainability of each service in the new era.
