Sylvia has extensive experience on the design, fundraising, management and reporting of collaborative initiatives focusing on Internet infrastructure; regulatory frameworks for equitable access; community engagement on ICT projects, technical training and Internet Governance.
She has coordinated local, national and regional initiatives, that support an open and inclusive Internet.
Sylvia is well known for her capacity to connect people and organizations that have shared interests and structure effective collaboration.
Sylvia was a founding member of the PIR.org Advisory Council and has served the Internet community on a variety of selection and program committees such as the Premio Trayectoria - LACNIC; APRICOT fellowships; APNIC fellowships; Internet Society Community Grants and Beyond the Net programs; co-chair of the APrIGF and APrIGF program committee member, and member of the ICANN Cross Community Working Group for new gTLDs Auction Proceeds, among others.
Sylvia was awarded the Young Professionals Award by IDRC in 1993. Her work to establish the ISIF Asia program has recently been recognized by the ITU as one of the 2018 WSIS Champions on Internacional Cooperation.
She has addressed many national, regional and international conferences.
