    Description

    - Background Information : Domain Name System(DNS) is one of the essential Critical Internet Infrastructures because website problems based on DNS error lead to stop core businesses of the company, and causes significant harms to end-users(e.g. Dyn DDoS attacks). Now, the Internet users in Asia-Pacific region have steadily increased over the years with IoT growth and the COVID19 pandemic; and, DNS queries originated from abroad have significantly increased in recently. However, DNS policies of ccTLD managers in Asia-Pacific region have been operated separately with each ccTLD’s national legislation. Moreover, current status of simply increasing physical DNS root servers costs a lot of money to build and operate the DNS system; and, ccTLD DNS nodes expansion with bilateral cooperation has a difficulty to expand efficiently because of large amount of costs in building and operating DNS servers.

    - Policy Questions : 1. What are the good ways to improve an Universal Access and increase connectivity among ccTLDs in Asia-Pacific region? 2. Is there an efficient way to expand ccTLD DNS nodes by sharing DNS resources and infrastructures among ccTLDs for better and safer Internet Connectivity in Asia-Pacific region? 3. What are the pros and cons for making a regional collaborative governance mechanism to share DNS resources and infrastructures among ccTLDs in the region? and, are there any challenges(difficulties) to make a regional collaborative governance mechanism? 4. What are the expected roles of Multi-stakeholders to make such a regional collaborative governance mechanism?

    As an onsite moderator, I would like to design the session with lively dicussions among panels and participants from both onsite and online session. When the proposer present his/her ideas/questions on the issues, any participants(including panels) can freely give feedbacks for the issues.
