The 2019 edition of the Best Practice Forum on Local Content is focusing on how to create an enabling environment and identifying good practices for the promotion and preservation of linguistic diversity, cultural heritage and local content particularly in contexts where these are at risk as a result of political shifts and upheaval.

Session outline:
1. Background and presentation of the draft report (20 minutes)
A short historical review of the BPF and highlights of the draft report which is a compilation of the inputs received in response to the BPF's call. 

2. Inputs from panelists (40 minutes) 
Panelists will strive to refer to the draft outcome document and to contribute to the suggested recommendations. 
Policy questions and topics that have been proposed for panelists to consider
i.   How do we preserve local means of expression and traditional culture? Lessons learned and the way forward.
ii.  Power, political control and digital occupation: who digitises what content, for whom? Does digitisation come with the risk of selective preservation? 
iii. Preservation of culture and heritage and social inclusion and equity? Are there tensions or even contradictions? How should these be managed? 
iv.  Policy and regulation for preserving and promoting content and language diversity and ensuring universal access - what works, what does not, and what is needed? 
v.   Copyright and preserving language diversity and cultural heritage - what are the issues, what works and what should change?
3. Open discussion and identifying themes for 2020 (30 minutes)
