Debate - 60 Min
The moderator will introduce the theme for 5 minutes. each speaker will have 10 minutes to develop one aspect of the theme and we will have 20 minutes of onsite and online debate, then the modarator will conclude in 5 minutes.
The organiser is also one of the speaker, she is a female and have not attend a global igf, she is a lawyer and internet activist, founder of JURISTIC a regional organisation, she have been active in national igf in her country, it is the first time she submit a proposal. she is french speaking and try to submit in English, we have a community leader who is from University and international organisation, a lady from south America
On this session we will talk about the access on internet as a human right? governmental policies on cybersecurity, which regulation method can be implemented? good practices online, the role of the national regulation board, the law enforcement, civil society actions , the legal framework.
The moderator will give to floor to everybody in order to have many input from the community
participant onside or online will have the opportunity to give their point of vue or ask questions to the speakers
These topic is important , as actually many country to control the flow of information online, so we can notice internet shutdown all over the world for national security. this raise the issu of freedom of speech, the right of communication or access to information. On the other hand, people access to internet and send many informations that can be critical for the state stability. sometimes these informations can violate human dignity ( eg picture of died body...accident), or privacy, terrorism propaganda. The issue is how to regulate by taking into account the respect of human right and the necessity of cybersecurity?
We will use google hangout and zoom platform for the community interaction.
