Panel - 60 Min
Speakers at the session will be presenting from different perspectives as government, civil society and researchers in the different country contexts to show the various views and current situations. The relevant speakers will also address any comments, questions, concerns or issues raised in the course of the session.
The organisers and speakers at the session are from a variety of stakeholders including civil society, government – in particular, law enforcement, students and researchers. They include persons of differing age groups including youth from across Africa – East, West, South and Central – which will provide varying perspectives on the issue. A greater percentage are female.

The panelists will discuss the issue of non consensual pornography, cases in their country, how it has been handled and the key actors involved.

This is an opportunity to note all the identified best practices and helpful issues raised during the session and provide information on the ongoing research, links, etc.

The session will begin at the stipulated time with a round of introductions by panellists followed by brief presentations on their country context which should take 25 minutes in total. Following this, the discussion will be thrown open for participant engagement with a set of 5 questions or comments in each round, answered by panellists before been thrown back to the audience for another 25 minutes. Following this, there will be a round up and final comments from panellists for the last 10 minutes.
This issue is relevant to some discussions at previous workshops at the IGF around non consensual pornography, free expression online and cyber security best practices. It arose from a group presentation at an Internet Policy in Africa Workshop in Kampala, Uganda from February 26 – March 3, 2018.
The policy questions being addressed are:
- How is non consensual pornography regulated in Africa and beyond?
- Who are the key stakeholders protecting victims?
- What are the best practices the stakeholders can learn from each other?
One of the organisers will be trained to act as the online moderator. The online moderator will closely monitor online participation and present issues and questions raised at the workshop as they come up.
