Break-out Group Discussions - 90 Min
Moderator : Simon Chignard, Strategic advisor to Etalab, France. Simon is at the one of the Creator of the French data infrastructure: "Data as a public service" (https://www.data.gouv.fr/fr/reference); He works on the French national strategy to build the best data infrastructure that will support economic and social development. Group discussion leaders : Teg-wende Idriss Tinto, coordinator for the Open Data Conference in Francophone Africa (Conférence d'Afrique Francophone pour les Données Ouvertes), and member of OpenBurkina has been working in Open data for Burkina Faso since several years. During the workshop, he will lead the reflexion on what data base exist in Burkina Faso, and which one should be produce or collected to better support economic and social development. Fodé Sanikayi Kouyaté, founder of “Association des blogueurs de Guinée” , is also one of the leader on open data and open government in Guinée . Fodé works on developing an open data plateforme for Guinée. He will lead the discussion on the Guinean point of view on essential data infrastructure for Guinée. Cécile Leguen, co-founder of Datactivist , has been working in France and in Francophone Africa, organizing training and workshops to enhance the use of data for better public services Natalia Carfi : deputy director of open data charter, has been working on open data for many years, at different level : for the municipality of Buenos Aires, for the Government of Argentina and now on a global level for the Open data charter.

At this digital era, data is at the heart of economic and social development. Many network have developed around the world to understand which are the reference data, how to make sure a country produce or collecte these data, and how these data can be accessible for citizens, and can respect the necessary quality standard. This workshop will have the objective of listing with the participants the key data sets that they have in their country and identify the one missing, and how these data sets can be co-created
In order to facilitate the discussion, the moderator will introduce the debate and the main stakes, and will than ask a question to each “group discussion leader”; they will have each 3 to 5 minutes to reply and present what they would like to work on. The moderator will than 2 to 3 other short questions if needed to highlight more precise information for the breakout group discussion. Group discussion leaders have 2 minutes each to reply. Participants in the room will be able to ask complementary questions or propose alternative group discussion And for the next 45 minutes, the group will separate and start the discussions on the proposed tomic. The global objective is to come up with a list of reference data or action plan to build a strategy for data infrastructures in different countries/ region of the world represented. Each group will work with paper board and post it to have a clear and synthetize deliverable. Online participants can ask to follow one group more precisely. We can open different session on appear.in to have separate session for each group. The last 15 minutes will be used for sharing the results of the discussions. 2-3 minutes per group. The workshop will be carefully prepared before : the moderator will meet with the discussion group speakers, and will start an online discussion with participants before the workshop on emerging topics on data infrastructure so that participants can already read and think about it.
The amount of Data, collected and processed by government, civil society and the private sector , through internet, increases on a daily bases. The governance of these data is closely dependent on the governance of internet and vice versa. Some of these data are necessary for the economic and social development of a country : geographic data, address data, etc. the production and flow of these data dépends on the capacity of internet.
Depending on what is possible with the infrastructures in the room, we can do the whole event through appear.in The workshop moderator and the online moderator will have direct contact; the Workshop moderator will have the online session open. We will project the online session on a screen so that all participants can see the online questions and discussions. We will rotate for questions between online participants and in the room participants. We will also write replies to online questions directly when possible; Since the online session will be shown on a screen, all participants in the room will see the replies. We will follow tweets and participants will also be able to ask questions through twitter.
