    Targets: Making financial sector more resilient by fighting off DDoS attacks.
    coalition partners working on the DDoS clearing house for Europe, in the European project CONCORDIA, with key outputs a DDoS clearing house, an open source system for sharing DDoS measurements across organizations, and a cookbook on how to set up anti-DDoS coalitions elsewhere. Researchers in CONCORDIA developed and evaluated the DDoS Clearing House together with the Dutch Anti-DDoS Coalition, with the coalition being the first user of the Clearing House.

    In recent years, there has been a stark increase in the use of Distributed Denial of Service attacks, most recently used during the (cyber)war in Ukraine. DDoS attacks form a direct assault on the resilience of the Internet. The Netherlands, as a crucial node in Internet Exchange points, has also been afflicted by many DDoS attacks in the past few years. For this reason,
    In 2018 the Dutch government, law enforcement, Internet service providers, Internet exchanges, universities, non-profit organisations and financial institutions joined forces in a public private initiative to investigate and combat DDoS attacks from different perspectives. That was the birth of the Anti-DDoS coalition (www.nomoreddos.org).
    The aim of the coalition is to further improve the resilience of Dutch critical services by sharing expertise, experiences, and operational data on DDoS attacks. The members collaborate in joint projects, knowledge sharing, sharing DDoS measurements and even a joint National DDoS attack simulation and testing, unique in the world.

    In this tutorial we will talk about the multi stakeholder progressive approach and the measurements taken in the public private collaboration in the Netherlands. We want to share our knowledge and results with other countries as an inspiration for a common approach and reach out to work together to make a more trustworthy, secure and stable Internet. And give an insight on the supportive role of the government.
    The National Anti-DDoS-Coalition is a collaboration between public and private partners, including government agencies, law enforcement, Internet Service Providers, banks, and academia.

    Expected Outcomes

    Follow up from regional IGF discussion, in the Netherlands.
    This session will be organized in conjunction with the Netherlands Internet Governance Forum (NL IGF) In preparation of this turorial at the IGF, the NL IGF will be hosting a national IGF on November 11th, to further the national discussion of trust, security and stability.
    After the tutorial we are available for further information and support for countries and organisations to organise a similar coalition. From this we want to work together between countries in the fight against DDoS.

    Hybrid Format: The Tutorial will address questions and raise awareness and calls to reach out to the Dutch Anti-DDoS-Coalition for more information and support.
    We will use Mentimeter (questions with live results) for interaction.
