    What are Mixnets and how can they foster privacy and digital sovereignty? What could be the potential opportunities for the Global South to adopt a distributed mixnet to advance privacy? Which are the potential obstacles or threats for the Global South to adopt a distributed mixnet to protect privacy? Are incentives to run privacy infrastructure legal for individuals or collectives in the specific countries of the attendees?

    16. Peace, Justice and Strong Institutions

    Targets: The proposal is looking to advance strong institutions protecting citizens *SDG16 as well as responsible production of technology, SDG 12, Infrastructure, SDG 9 and economic growth, SDG 8.

    Description:

    We will explore how decentralized and incentivized infrastructure could provide privacy to a broad range of message-based applications and services in the Global South and how incentives need to be created among distributed users to do so. We will further explore how a mixnet that protects network traffic metadata for applications, providing communication privacy superior to both VPNs and Tor against global adversaries that can watch the entire internet is fundamental for the Global South going forward. The workshop intends to explore together with the attendees which are the policy, infrastructural, social and political barriers or opportunities in the Global South to adopt a mixnet based approach to infrastructure. We will further explore how a mixnet network can serve as the foundation for a vast range of privacy-enhanced applications that defend the fundamental freedoms of people across the globe against traffic analysis, fostering digital sovereignty.

    Expected Outcomes

    An understanding of limitations or opportunities for countries in the Global South to advance their technical privacy-enhancing infrastructure. A community of experts that could start exploring mix nets as viable and scalable solutions to rapidly advance privacy in sensible data infrastructures, such as payments and health data. Raise awareness of regulatory obstacles or opportunities to test and deploy novel economic and social incentives for distributed digital infrastructures. Advance digital sovereignty.

    Hybrid Format: How will you facilitate interaction between onsite and online speakers and attendees? We will have hybrid tools such as Slido and online surveys to run for both online and onsite attendees. - How will you design the session to ensure the best possible experience for online and onsite participants?
