16. Peace, Justice and Strong Institutions
Targets: Internet shutdowns in Central Asia negatively affect the economies of countries, infringes on a whole range of human rights: freedom of expression and freedom of speech. Disabling the Internet both locally and throughout the country also makes it possible to hide human rights violations, which can lead to a threat to people's health and lives. Шатдауны напрямую противоречат следующим целям: - 16.1. Significantly reduce all forms of violence and related death rates everywhere. - 16.2. End abuse, exploitation, trafficking and all forms of violence against and torture of children. - 16.3. Promote the rule of law at the national and international levels and ensure equal access to justice for all. - 16.6. Develop effective, accountable and transparent institutions at all levels. - 16.7. Ensure responsive, inclusive, participatory and representative decision-making at all levels. - 16.10. Ensure public access to information and protect fundamental freedoms, in accordance with national legislation and international agreements. - 16.a. Strengthen relevant national institutions, including through international cooperation, for building capacity at all levels, in particular in developing countries, to prevent violence and combat terrorism and crime. -16.b. Promote and enforce non-discriminatory laws and policies for sustainable development.

The total shutdown of the Internet in countries of Central Asia negatively affects not only civil and political rights, but also social, economic and cultural human rights. During the shutdown, it is impossible to use online services, including public ones, in terms of exercising the right to access information. Emphasizing that during the lack / absence of information about ongoing events in the country, it can negatively affect the life and health of people. Many people, especially in Almaty (Kazakhstan), Pamir district (Tadjikistan) and Karakalpakstan district (Uzbekistan) suffered from a lack of information, went out into the streets and were killed or seriously injured.
We would like to present at the 18th Internet Governance Forum in the panel session an overview of the situation with Internet shutdowns in Central Asian countries, as well as to discuss these problems with session participants who could join offline and online. 1. The moderator can be the link between online and offline participants. If questions arise, the moderator will interact with the speakers. 2. The session participants are expected to talk about the following topics: - Internet shutdown (introductory topic so that the participants of the session understand the context of events) (10 minutes); - violations and restrictions of digital rights during the January events in Kazakhstan, the July events in Uzbekistan (Karakalpakstan) and almost six months of Internet shutdown in the Pamir (Tajikistan) (10 minutes); - At the end of the session, a discussion is planned - open communication with the participants of the session (10 minutes)
