    Targets: 8.3 - News content and press publishers are a kind of industry, which greatly benefits from diversification and micro/small/medium-sized initiatives. Establishing new formats of income focused on smaller players in this industry is fundamental for the public interest of society as a whole.

    16.10 - Promoting qualified journalism is probably the main path to ensuring public access to information, while it is also necessary to avoid legislation that may lead social media companies to stop sharing news content within their services.

    17.1 - This discussion is heavily related to the debate about what would be a fair distribution of the resources concentrated by multinational platforms, especially when these larger companies compete with (or affect in other ways) national players - not only local industries, but also national institutions.

    15 minutes will be reserved for the presentation of the final report and the research developed during 2023-2024. In an open dialogue, audience members will have the opportunity to share their thoughts and ideas, contributing to further research and perspectives from their own regions and backgrounds, while also encouraging the dialogue between different stakeholders aiming to create harmonized policy solutions for a dynamic sustainable media environment in the years to come.

    Description

    The remuneration of journalists by digital platforms has been a major topic of discussion in Brazil's legislative process in 2023 and 2024. The objective of this session is to share the findings of a project of ISOC Brazil developed over 8 months, between 2023 and 2024, which has studied the current state of affairs surrounding this issue, mapping the various perspectives of stakeholders, and the potential implications for the Brazilian media environment. These proposals are aligned with global debates, such as the EU's Directive 2019/790, Australia's media bargaining code, and Canada's Online News Act, but the Brazilian case has its specificities (especially from a Latin-American & Global South perspective), bringing some new and relevant questions to light. The legislative proposals are still highly controversial, with opposing perspectives from different stakeholders, and ISOC Brazil focuses on the risks to the critical properties of the internet and its enablers. This session is in line with the overarching themes of the IGF 2024 by addressing a fundamental issue that affects the sustainability of journalism, information flow, and the health of the digital environment.

    After the initial presentation, we will alternate between onsite and online contributions, keeping each to a concise 2 minutes, with moderators in constant communication to preserve the order of registrations to speak, while questions are also being collected through the chat. To ensure active online participation, at least one speaker will be online and responsible for stimulating discussion beyond onsite attendees, commenting multiple times if there is not enough online engagement. The final report will be available for download on the Workshop page in advance and distributed physically to onsite attendees.
