Targets: The session focuses on methods and concrete best practices for the exchange on digital policy and involvement of diverse stakeholders in digital governance. The bilateral approach presented advances the achievement of the SDG’s by acting as a platform for government-to-government exchange but also as multi-stakeholder platform in digital governance. Through international cooperation, knowledge exchange and harmonisation of mechanisms, the approach presented allows for better policy coherence, sustainable development and building lasting partnerships.
Lightning Talk with two presentations: A government representative and a student representative share their insights regarding bilateral multi-stakeholder dialogues and present the approach of the International Digital Dialogues.
Optimal setting: A stage or designated area at the front of the room for the speakers and the on-site moderator will ensure visibility. Chairs in rows for the audience are facing the stage. The set-up includes a projector/screen for visual presentations. The room layout should be simple to allow for easy movement.
The inclusion of stakeholders and harmonisation of policies has been an all-time challenge of international internet governance. One approach to tackle this challenge are bilateral dialogues acting as multi-stakeholder platforms that enable the inclusion of a maximum of knowledge and voices – such as the “International Digital Dialogues”. In those regular dialogues, the partners and stakeholders can discuss and align positions and bring those to multilateral forums. Content focus: Bilateral multi-stakeholder dialogues offer structured platforms for trustful and regular exchange between governments and stakeholders. This lightning talk will focus on the concrete method and instruments of bilateral cooperation fostering multilateral exchange in the realm of digital policy. Presenting the case of the International Digital Dialogues, the two speakers will guide the participants / audience through their approach (stakeholder consultations, government dialogue and multi-stakeholder dialogue) and its benefits. Approach: The International Digital Dialogues are an initiative of the German Federal Ministry for Digital and Transport (BMDV) and are currently analysed by a group of student researchers at the Hertie School of Governance. Therefore, the topic will be presented by both: the ministry in charge, as well as the students researching the topic. The Hertie School students will open the lightning talk by leading the audience through the current status of research on bilateral digital cooperation and multi-stakeholder inclusion, to which BMDV will respond by highlighting the concrete case of the International Digital Dialogues. Recommendations for effective collaboration will be presented and discussed afterwards, opening the discussion to a broader audience. As per the call for lightning talks, the session is foreseen as a fully in-person event. It features two brief presentations and a following opportunity to pose questions to the presenters. An on-site moderator will assist the presenters to take up questions from the audience.
