    Description

    The proposal, developed in collaboration between the United Nations Security Council’s Counter-Terrorism Committee’s Executive Directorat (CTED) and the PAM Centre for Global Studies - a strategic Think Tank of the Assembly, pertains to convening an 'open forum' for representatives of national and international Parliaments, Governments, and relevant representatives from IGOs, private sector, academia and civil society. The forum will commence with the presentation of the PAM/CGS report titled 'AI and Innovative Technologies: Security, Legislation, and Governance' (the report emphasizes the risks posed by the malicious use of innovative technologies by terrorist organizations and transnational criminal groups). Set within the broader context of Internet governance, this initiative aims to concentrate on the legislative dimension concerning a growingly intricate and dynamic phenomenon: how parliamentarians can delineate non-binding legislative guidelines/principles to foster 'systemic and sustainable resilience' (focused on security concerns) at national and regional levels. The discourse will draw upon prevailing good practice' by using the support of a Global Observatory, serviced by PAM/CGS, in collaboration among Parliaments, Governments, Universities, Think Tanks, and civil society organizations, under the purview of PAM and CTED. Through a PAM/CTED proposed Global Observatory, legislative references and principles, compatible with the UN approach (aligned with UN SDGs), will provide key data to anticipate and face the adverse effects of the malevolent use of AI and innovative technologies, in the digital age as an essential support tool for ensuring the effective governance of the Internet on a global scale.

    We will ensure the full engagements of participants both onsite and online, allowing them space for questions. The organizers will take advantage of user-friendly platforms to ensure the full involvement of all.

    Targets: The discussion surrounding the malicious use of AI and innovative technologies, within the broader framework of Internet governance, impacts various aspects of human existence and addresses the resilience and sustainability of national and regional parliamentary systems in furthering the progress of humanity in alignment with principles of justice, peace, and institutional empowerment, with a commitment to dialogue and global trust, as endorsed by the United Nations. Therefore, targeting a connection between this topic and the Sustainable Development Goals (SDGs) is crucial. The selected SDGs serve as the guideposts for PAM/CTED proposed open forum and activities: promoting education in the digital age; emphasizing the role of women; fostering a digital economy that provides equal opportunities to all individuals (ensuring no one is left behind) by primarily reducing disparities at national, regional, and global scales; engaging urban administrations and human communities (especially those in vulnerable situations and most exposed to digital divide risks and threats of terrorism and criminal infiltration).
