    Description:

    This workshop enables a discussion about the guardrails and optimal organisational process for data governance in the 21st Century.

    In today’s multipolar world, fostering equal opportunity for regions, countries, and companies in technology development is crucial. This requires structured global collaboration to:

    1) Foster innovation and market creation worldwide.
    2) Equitably distribute economic benefits across regions.
    3) Ensure user security.
    4) Uphold national security interests.

    Successful models like telecommunications standardisation demonstrate effective global coordination. Adapting such processes for data governance can serve as a blueprint for multilateral cooperation.

    Stakeholders in technology development must manage complex relationships, including primary contributors to standards and secondary users. Primary stakeholders actively contribute to standards in this proposed model, while secondary stakeholders ensure usability. Civil society and end-user groups could participate.

    Operational partners from all global regions would collaborate to develop specifications in a contribution-driven process. Specifications would be grouped into releases with consistent features. Any company can implement solutions based on these specifications, fostering a stable market and enabling a multi-sided market dynamic.

    A structured approach, similar to the ITU-T methodology, is divided into four stages. These stages cover service requirements, architecture, implementation, and testing.

    Expected Outcomes

    A short policy brief that contains:
    1) Comparison of different methods of coordination for data governance that enables inclusivity across the globe
    2) Development of policy recommendations and regulatory frameworks that strike a balance between fostering innovation and ensuring robust end-user security, thereby promoting trust and stability in the global technological landscape.
    3) Identification of strategies and initiatives aimed at promoting equitable distribution of economic wealth generated by technology, potentially leading to the implementation of policies that address disparities and promote inclusive growth.
    4) Formulation of guidelines and protocols for aligning innovation efforts with national security imperatives, fostering collaboration between technology stakeholders and government entities to safeguard critical interests.
    5) Establishment of frameworks and mechanisms to ensure the full participation of all regions in defining global data flows, fostering collaboration and inclusivity in shaping the future of digital economies.
