17. Partnerships for the Goals
Targets: This session directly aligns with SDG 5: Gender Equality by addressing the critical issue of digital hate speech targeting the LGBTQ+ community, a vulnerable group often marginalized in both online and offline spaces. Additionally, it connects with SDG 17: Partnerships for the Goals by encouraging collaboration among governments, civil society, academia, tech companies, and the media. Through collective action, we can create inclusive environments that safeguard human rights and counter discriminatory narratives

Description
Hate speech and discrimination pose significant threats to our democracies and social cohesion within a human rights framework. Among the most vulnerable groups is the LGBTQ+ community. This session will present key findings from the 2024 Monitoring of LGBTQ+ Speech in Panama’s Digital Space, a study conducted despite the increasing challenges civil society faces in carrying out digital investigations. The research analyzed hate speech and LGBTQ+ speech on X (formerly Twitter) during Panama’s national elections and Pride Month, providing a data-driven perspective on online discrimination.
With the findings in mind, we invite the audience to reflect: how can we build proactive, evidence-based narratives to counter hate speech? What role should governments, civil society, academia, tech companies, and the media play in strengthening voices that advocate for human rights? Together, we can explore data-driven, empathetic, and inclusive narratives to push back against discrimination and misinformation in Latin America and beyond. We have previously presented our findings to both in-person and virtual audiences, as well as in hybrid formats. To encourage active participation from everyone, we begin with an interactive activity on Menti, where all participants can share their thoughts and ideas in real time. Following this, we open the floor for questions and suggestions, ensuring that both in-person and online participants have equal opportunities to contribute.
