    SDGs
    9. Industry, Innovation and Infrastructure
    12. Responsible Production and Consumption
    16. Peace, Justice and Strong Institutions
    17. Partnerships for the Goals

Targets: Safer and more inclusive digital infrastructure (SDG 9) by encouraging best practices in cybersecurity. Industry has to develop quantum computers responsibly (SDG12), with a clear focus on security by design, including the timely deployment of security-related internet and encryption standards to protect societies from harm. Protection against cybercrime (SDG 16) by ensuring that ICT manufacturers, service provinces, vendors and organisations implement security-by-design measures; More resilient global partnerships (SDG 17) by fostering collaboration between stakeholders to develop and enforce security policies effectively.
    Format
    Roundtable

The format will be an open discussion in a roundtable setting. After a short introduction of the report and the purpose of the meeting, the people present onsite and online are engaged in a debate on future work and cooperation on the topic of post-quantum security. The purpose of this session is to receive information and to build a community around the topic, in the true sense of the IGF's main theme: Building Digital Governance Together.
    Duration (minutes)

    Description
At the IGF, AFNIC and IS3C will launch the outcomes of their research project into the security and potential societal implications of quantum computing, including the consequences for IoT security, and the current state of affairs of post-quantum encryption policies. In this network session AFNIC and IS3C offer the opportunity to all relevant stakeholders (industry, policymakers, technical community, consumer organisations and academia) to look ahead and discuss a) what the next iteration of this project could be. This includes a debate around the prevention of negative and widespread socio-economic impacts, b) how to create a network around the topic, c) how to create more traction around its outcomes and, d) the next steps towards proliferation of the results. The emergence of quantum computing presents both unprecedented opportunities but also significant risks for our future society. While breakthroughs continue to accelerate its development, history offers crucial lessons from our collective experience with Information and Communication Technologies over the past four decades, particularly regarding security challenges. The report ‘Quantum computing: a blessing or havoc?’ presents recommendations on how to prevent making the mistakes societies have made with the introduction of ICTs. If the first generation of quantum products are designed with security as a fundamental principle, this powerful technology will serve society rather than threaten it. The window for establishing proper safeguards that ensures a resilient and trustworthy, quantum driven Internet exists now. In the launch session of the report the researchers will present their conclusions and recommendations on topics such as: IoT security encompassing assessment and vulnerability management, privacy and trust implications, and PQC policy frameworks across US and EU jurisdictions. In this session we look ahead. This work does not stop with a report. The main challenge is to ensure it has a positive effect, to make our collective future resilient and safe. The report is currently being written. Well before the start of the IGF the organisers will make sure that a link to the final draft of the report is made publicly available, including the questions that will be addressed in this network event. The report will be published here: https://is3coalition.org/docs-category/annual-reports/.

The online and on-site moderators will be in constant contact and will let comments and interventions alternate between the room and the online room. An online tool will be used to capture opinions of the participants. Should an online participant not be able to speak, the online moderator will advocate to use the chat and read the comment. In the room the second moderator will facilitate the input.
