IGF 2025 Open Forum #17 AI Regulation: Insights from Parliaments

Representatives from parliaments will provide examples of legislative work on AI, but the core value of the session lies in the exchange of perspectives and approaches with the multiple communities that make up the IGF.

    International governance frameworks for AI are gradually taking shape through a multitude of processes including within the United Nations, AI Action Summits, G7, G20, and others. Yet parliaments are already challenged to take action on AI regulation. The European Union’s AI Act stands as the most significant legislative development to date, and the issue is on the agenda of many parliaments. Parliaments are faced with the tensions of, on one hand, protecting their citizens and ensuring economic prosperity, and on the other, how best to bring a legislative perspective to a fast-moving technology environment. Within this context, key questions arise: What approaches are parliaments taking? What actions should they pursue—when, how and with whom? Equally, what should they avoid? Based on examples from different jurisdictions, this session will open a multistakeholder dialogue about how parliaments can work with the executive, civil society, the private sector and the technical community to craft a legislative framework that is grounded in human rights and provides predictability while also being flexible and adaptable over time. Mission impossible? Perhaps. But this is the challenge that parliaments are taking up every day, as they seek to lay the foundations for sustainable and responsible innovation in the societies that they represent.

    Moderators will be attentive to online participation and will ensure that their comments and questions are brought into the discussion.

    Speakers
    The speakers will be parliamentarians from different jurisdictions that have taken action to build a legislative framework for AI. The parliaments represented will be determined in due course. Attention will be paid to ensuring regional and gender diversity among speakers.

    Targets: The legislative framework for AI is significant for all of the SDGs, since AI will permeate all areas of society and economic activity. In the first instance, the event is most directly related to SDG 16 (Peace, Justice and Strong institutions), particularly targets 16.6 and 16.7 as they relate to how parliaments carry out their work in establishing legislative frameworks and SDG 16.10 on ensuring public access to information and protect fundamental freedoms. Effective, transparent and accountable parliaments produce legislation that protects the interests of all members of society. SDG 9 (Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation), particularly targets 9.1, 9.5 and 9.c. as they relate to the capacity of use technology and innovation The legislative framework for AI also has direct impact on many other SDGs, including SDG 5 (Gender equality), SDG 8 (Decent work), etc
