By bringing together key stakeholders in a participatory and transparent manner, the roundtable format maximizes the potential for generating actionable outcomes and advancing collective efforts in combating cybercrime.
    Policy Question(s)
    1. How can international cooperation be improved to address cybercrime investigations and strengthen cross-border collaboration? 2. What cybersecurity measures and policies are most effective in mitigating emerging cyber threats based on IC3 data trends? 3. How can governments, law enforcement, and the private sector work together to improve cybercrime reporting, prevention, and response?
What will participants gain from attending this session? Participants will gain valuable insights into how law enforcement investigates cybercrime and the challenges faced in both domestic and international cases. Through engaging discussions led by experts, attendees will deepen their understanding of cybercrime trends based on real-world data from the FBI’s Internet Crime Complaint Center (IC3). They will have the opportunity to explore real-world case studies and discuss best practices and policy recommendations for enhancing cybersecurity and cross-border cooperation. This panel will bring together law enforcement officials, policymakers, private sector leaders, and civil society to explore solutions for strengthening global cyber resilience.
    Description:

Cybercrime is a growing global threat, with cybercriminals leveraging advanced tactics to exploit vulnerabilities across many sectors. As digital connectivity expands, so do the risks associated with cyber fraud, ransomware, phishing, and other cyber-enabled crimes. Understanding these threats is critical for policymakers, law enforcement, industry leaders, and civil society to develop effective responses. This session will provide a data-driven analysis of cybercrime trends based on reports collected by the FBI’s Internet Crime Complaint Center (IC3). As one of the world’s leading cybercrime reporting mechanisms, IC3 receives thousands of complaints annually, highlighting emerging threats, financial losses, and attack patterns. Speakers will discuss key takeaways from cyber trend reporting, including insights into the most prevalent cyber threats, the rise of cryptocurrency-related fraud, and the growing sophistication of cybercriminal tactics. In addition, the session will explore how the FBI investigates cybercrime cases, the challenges of cross-border cyber investigations, and the importance of international cooperation in combating digital threats. Representatives from the private sector and cybersecurity community will provide their perspectives on best practices for mitigating cyber risks and enhancing global cyber resilience. This interactive discussion will encourage dialogue on how governments, industry, and law enforcement agencies can collaborate to improve cybercrime reporting, strengthen incident response, and address policy gaps in cybersecurity. Participants will gain a deeper understanding of the evolving cyber threat landscape, the role of public-private partnerships, and strategies for safeguarding digital ecosystems from malicious actors. By bringing together experts from law enforcement, cybersecurity firms, and policy organizations, this session aims to foster international cooperation and provide actionable recommendations for tackling cybercrime more effectively.
    Expected Outcomes
The expected outcomes of this session are multifaceted. Firstly, participants will gain an increased awareness of cybercrime trends and their policy implications. Secondly, this session aims to provide best practices for international cooperation in cybercrime investigations. As a tangible outcome, the session will provide actionable recommendations for policymakers, law enforcement, and industry stakeholders to enhance cybersecurity frameworks. These recommendations will serve as a roadmap for follow-up discussions or collaborations with IGF stakeholders to improve cybercrime mitigation strategies.
Hybrid Format: To facilitate interaction between onsite and online speakers and attendees, we will leverage a combination of technology and thoughtful session design. Firstly, utilizing video conferencing platforms will allow online attendees to engage in discussions, ask questions, and contribute to the conversation alongside their onsite counterparts. Additionally, we will designate a moderator or facilitator who will actively manage the flow of the session, ensuring that both onsite and online participants have equal opportunities to speak and be heard. We will also encourage the use of interactive tools such as live polling and chat features to foster engagement and participation from all attendees, regardless of their location. By employing these strategies, we aim to create a dynamic environment where onsite and online speakers and attendees can actively engage with one another, share insights, and collaborate towards our common goal of mitigating cyber threats.
