a) How are global, european and nordic regulations and frameworks enabling resilience investments?
b) How do current geopolitical and macroeconomical context influence small and medium sized businesses, and how can SMEs thrive and be resilient?
c) How do small medium sized businesses educate their employees and secure that they are assets instead of potential reliabilities towards cybersecurity threats?
What will participants gain from attending this session? New knowledge in terms of new market insights and data regarding cyber security threats and advice for decision makers concerning resilience activities and priorities
Increased understanding of the particular challenges and opportunities of small and medium enterprises, which are incremental to the resilience in most value chains globally
Diverse perspectives in terms of participation of a majority of women in the panel, gender balance 3 women, 2 men. Diversity in terms of representations from Western Europe, private and organizational sector.
Participants will gain advice on relevant “Tools” in terms of actions to be taken in their own organizations to increase resilience and advice on where to find relevant guidance in their journey to become more resilient and competitive.
Participants will receive knowledge regarding developing the necessary framework by which to strengthen resilience through high quality, trusted data and standardized data management practices.

Increased resilience in small and medium sized businesses: How to manage cybersecurity threats, and improve infrastructure resilience? A deep dive into the challenges and opportunities of small and medium sized businesses. The workshop will include an introduction of the importance of small and medium sized businesses in the resilience and fight against cyber crime, and include new data on a Nordic level from analytics agency Radar Norway. The workshop will also facilitate for global relevance, by emphasizing the new Convention against Cybercrime from the UN, which will open for signature at a formal ceremony to be hosted in Hanoi, Viet Nam, in 2025. It will enter into force 90 days after being ratified by the 40th signatory. The workshop will include discussions on the Global, European and Nordic frameworks for resilience, and how these frameworks can be operational in small and medium sized businesses. The workshop will also discuss how governments and politicians can make policy decisions that assist the small and medium sized businesses in succeeding in their resilience efforts. The workshop will include discussions and advice from the The European Union Agency for Cybersecurity, ENISA, and the newest Threat report made in 2024, as well as new data from Radars Cybersecurity Report 2025. The workshop will include a summary of the most important European regulations on resilience, like NIS2, CER-directive, and Cyber Security Act, and coming investments needed. Data Governance provides the necessary policies and standards as well as promotes clear ownership and accountability to support such endeavours. Through open discussions moderated both in person and online by a digital moderator, this workshop will mix both actual experiences with operational security, with new data from decision makers as well as opinions and advice from influental CEOs from Den norske Dataforening, DAMA Norwegian Chapter and Radar Norway.

Expected Outcomes
• A follow-up of recommended actions for SMEs to be published on websites of The Norwegian Computer Society and Radar
• A list of recommended policy actions to be submitted to the Host Country as well as a recommended list of actions to be taken globally and in Europe to be submittet to IGF as a summary after the workshop
• An op-ed on recommended actions to be submitted to Norwegian news outlets, and possibly global outlets after the workshop
• Resilience in SMEs to be a theme in follow-up sessions in the regular open member meetings in The Norwegian Computer Society
Hybrid Format: This session will have all presentators physically at place, and allow for questions be sent online and physically. The moderator will encourage all attendees to participate by asking questions during the session. The moderator will encourage questions to be voiced during the session, and allow for questions by raising the arm for physical attendees, and the digital moderator allow for digital attendees to participate during the roundtable. We will rely on Zoom provided by the host country.
