    What will participants gain from attending this session? Participants will gain practical knowledge on how multi-stakeholder collaboration can improve local digital governance. They will explore Tunisia’s LOSI assessment methodology, learning how to evaluate and enhance municipal digital maturity. Attendees will be exposed to diverse perspectives from government, civil society, and international organizations on digital cooperation strategies, including public-private partnerships and community-driven digital initiatives. By the end, they will leave with insights on best practices and tools for assessing and advancing municipal digital transformation in their own contexts.
    Description:

    This session aims to explore the impact of multi-stakeholder digital cooperation in enhancing local digital governance. After assessing the digital maturity of municipalities portals in Tunisia using the Local Online Service Index (LOSI) methodology, the next phase would be implementing non-regret actions based on the assessment outputs and recommendations. The session will begin with an interactive presentation of two case studies, one from a high-performing municipality and another facing challenges, to illustrate how data-driven assessments can drive policy reforms. Participants will then engage in a roundtable discussion featuring experts from government, civil society, and international organizations. The session will conclude with an open exchange about how digital cooperation between government, the private sector, civil society, and academia can accelerate the digital maturity of municipalities. This session will be an ideal platform to showcase a hands-on demonstration of the efficiency of LOSI assessment toolkit, and to exchange thoughts, opinions and insights about post-assessment work.
    Expected Outcomes
    Refinement of policy recommendations: Insights from the session will contribute to improving the policy paper on local digital governance, incorporating best practices and stakeholder feedback. Implementation phase insights: The discussion will inform strategies for enhancing municipal e-governance indicators, particularly in public participation, transparency, and service delivery. Expansion of LOSI adoption: The session will explore opportunities to introduce LOSI assessments in other countries, fostering knowledge-sharing and potential pilot projects. The Tunisian team may offer mentorship and collaboration for interested stakeholders.
    Hybrid Format: 1-We will integrate live Q&A sessions where both onsite and online attendees can submit questions via the platform. 2- The session will be designed to be dynamic, alternating between short presentations and interactive segments. A digital whiteboard (“Miro” or “Jamboard”) will allow both in-person and remote attendees to contribute insights simultaneously. This will ensure that both onsite and online participants remain engaged. Regular breaks for Q&A will encourage ongoing participation. 3- we are planning to use "Mentimeter" tool to capture perspectives from all participants in real-time and “Kahoot” for interactive quizzes or audience feedback, allowing for live participation from both online and onsite groups in a fun and engaging way.
