Format description: I would rather have a parliamentary debate lay out, but this is closed to a equal level as in this workshop we will not be working with a panel who will speak and answer questions, but the speakers will be part of the public who will start the debate. Unfortunatly we can only list four speakers, but we have invited more participants to be part of our workshop. We are striving to have a many different perspectives in the room, so the end result will supporting by the whole community. We want to express all participants are equal and so the other formats are not suitable. To be able to have a good debate and time to round up for conclusions 90 minutes is desirable.

A. What prevents multi-stakeholder dialogue from taking place? Can we identify the key obstacles?
B. What roles do different stakeholders play, and how can they leverage their positions to foster a global multistakeholder dialogue?
C. What steps can we take to ensure a sustainable and effective multi-stakeholder dialogue? How do we start and how do we secure that process?
What will participants gain from attending this session? This year, we’re cranking up the energy for an even bolder, more dynamic debate—bringing stakeholders closer together to truly get where each other is coming from. We want to connect people and make them see we need to actively collaborate and we are all responsible for that process. We will not just have deeper insights into multi-stakeholder discussions, but also a cool visual representation packed with key takeaways for making dialogue actually work. Bottom line: we want everyone to walk away with a sharper understanding of roles, possibilities, and a solid game plan for creating real, impactful conversations.

Instead, we’re setting up a lively parliamentary debate space where everyone jumps into the conversation. A skilled draftsman will capture the magic in real time, creating a visual masterpiece that sums up the key takeaways. Get ready to talk, engage, and see ideas come to life! Last years IGF, we shook things up with a workshop on content moderation through a multi-stakeholder lens. The room buzzed with dynamic discussions between tech experts, social media and gaming platforms, registrars, and NGOs. These conversations gave us deeper insight into the tough calls each stakeholder makes and reinforced the need for more regular dialogue. But one big realization stood out—we rarely talk about the dilemmas we face when dealing with illegal or harmful content. The demand for open conversations was loud and clear, and what better place than the IGF? Yet, for some reason, we hold back. Figuring out why is the next challenge Building on last year’s success, we aim to foster ongoing multi-stakeholder conversations. Instead of a traditional panel, speakers will engage directly with the audience to spark meaningful and thought-provoking debates. Together, we will address dilemmas around harmful and illegal content, collaboratively identifying challenges, ethical considerations, and potential solutions. A skilled draftsman will visually capture key insights in real time, transforming ideas into a tangible and compelling drawing. Afterward, we will summarize mutual expectations and essential conditions for effective collaboration. To ensure a well-rounded debate, we’re bringing together a diverse mix of stakeholders—on-site and online—to enrich the discussion with valuable perspectives. Our goal is a dynamic, engaging exchange that strengthens connections, deepens understanding, and results in a powerful visual representation of key recommendations for meaningful dialogue and future action.

Expected Outcomes
The best outcome would be a mutual agreed session by all stakeholders to have such a dialogue every year (at least). Such a dialogue is already desired, now it needs to take place. Let's see if we can get things moving now. After this session we will have identified the obstacles and the ways to mitigate them. By the end of the session, we will have a visually drawn framework for multi-stakeholder discussions—available for anyone, anywhere in the world to use. We will actively share this document during IGF 2025, both onsite and through all possible online platforms, ensuring that all stakeholders can access and benefit from the outcome. The tools to foster the dialogue are there, let's start the conversation!
Hybrid Format: In this workshop, we won’t have a traditional panel of speakers answering questions. Instead, the speakers will be part of the audience and will kick-start the debate themselves. This format allows us to better engage online participants. We will actively invite remote speakers to join and contribute by reacting to points made in the room. Our moderator excels at facilitating discussion, and since some offsite participants will be specifically invited for their expertise, their input will be crucial. Additionally, the draftsman will be working remotely, so maintaining close communication is essential to ensure that the final outcome accurately reflects the discussions. To maximize participation, we will keep interventions brief.
