Policy Question(s)
A. What mechanisms ensure emerging technologies (e.g., AI, quantum computing) are deployed ethically while preserving innovation?
B. How can multistakeholder cooperation models (governments, corporations, civil society) be institutionalized to operationalize digital resilience frameworks at scale?
C. How can divergent national regulations on digital trust (e.g., data sovereignty, content moderation) be harmonized under a universal framework like FIST without compromising cultural or political values?
What will participants gain from attending this session? Participants will gain actionable insights into the FIST Framework and its role as a universal blueprint for building digital trust, security, and resilience. Attendees will:
Understand how FIST bridges gaps between fragmented national policies, corporate practices, and civil society demands, offering a harmonized approach to digital governance.
Explore case studies from India’s pioneering implementation of FIST, including scalable models for secure digital identities, ethical AI deployment, and cross-border data governance.
Engage with diverse stakeholders (governments, industry leaders, technologists) to co-design strategies for operationalizing FIST’s objectives, such as advancing cybersecurity, deepening digital literacy, and fostering regulatory evolution.
Connect to a global coalition committed to translating FIST’s principles into localized action plans, reducing duplication of efforts and amplifying collective impact.
Participants will leave equipped to champion FIST’s vision in their ecosystems, turning theoretical frameworks into measurable progress toward a resilient, equitable digital future.
SDGs
Description:
This 90-minute workshop will introduce the FIST Framework, a groundbreaking global initiative launched in India to address digital trust, security, and integrity from the global south. Through a presentation, keynotes, a panel discussion, and interactions, participants will explore: - FIST’s role in harmonizing policy, technology, and ethics - India’s leadership in fostering multistakeholder collaboration. - Strategies to operationalize FIST’s objectives (e.g., cybersecurity, digital literacy, regulatory evolution). - Case studies on ethical AI, secure digital identities, and cross-border data governance. The session will emphasize actionable insights, inviting governments, industry, and civil society to co-create solutions for a resilient digital future. Context: The digital revolution has ushered in unprecedented opportunities for global connectivity, innovation, and socio-economic growth. Yet, as our reliance on digital systems deepens, so do vulnerabilities: escalating cyber threats, erosion of data privacy, algorithmic bias, and the weaponization of misinformation threaten to undermine trust in the very technologies meant to empower humanity. Without a unified, inclusive framework to address these challenges, fragmented national policies, corporate self-regulation, and siloed technical solutions risk perpetuating systemic inequities and destabilizing the digital ecosystem. Enter the FIST Framework – a visionary, globally applicable model emerging from India, designed to harmonize security, integrity, and trust across borders. This workshop underscores why FIST is not just timely but *critical*: it bridges the gap between technological ambition and ethical accountability, offering a blueprint to safeguard democracy, empower vulnerable communities, and future-proof digital governance. By anchoring resilience in collaboration, FIST transforms India’s leadership into a global public good, ensuring no nation or citizen is left behind in the pursuit of a secure, equitable digital future.

Expected Outcomes
Raise global awareness of FIST as a universal framework.
- Secure pledges from stakeholders to pilot FIST principles.
- Draft a joint statement on regulatory convergence for IGF 2025.
- Publish a post-workshop whitepaper on scalable solutions.
Hybrid Format: To ensure seamless interaction between onsite and online participants, we will have a co-moderator to integrate virtual attendees’ questions and comments in real time. A hybrid-friendly format combining pre-recorded keynotes and live discussions will accommodate time zones and technical limitations. Tools like Slido or Mentimeter will enable live polls, Q&A, and word clouds, allowing both audiences to contribute simultaneously. Dual screens will display online participants in the room, fostering inclusion and direct interaction.
The session will feature pre-shared agendas and discussion prompts to level-set expectations, virtual and physical breakout rooms for collaborative discussions, and real-time feedback via live chat and polls to adapt the flow. Post-session, we will share summaries, recordings, and resources to sustain engagement. Complementary tools like Zoom breakout rooms and collaborative platforms (Google Docs) will enhance participation. This approach ensures inclusivity, interactivity, and a rich experience for all attendees, regardless of their mode of participation.
