    Policy Question(s)
    - How can regional and international policy responses ensure that human rights remain central to business operations in a rapidly changing environment? - How can business and governments cooperate on harnessing AI in respect for human-rights and democracy? - How can companies cooperate with governments for digital citizenship and digital education? - What is the value-added of the regional (European) approach to digital governance ?
What will participants gain from attending this session? Participants will discover and examine an example of a pioneering regional public-private partnership established eight years ago between a pan-European intergovernmental organisation, the Council of Europe, and 26 major technology companies and associations to protect human rights, democracy and the rule of law in the digital environment. They will learn about the format itself, its genesis, working methods, as well as concrete examples of cooperation from the two perspectives, that of the private sector and that of the Council of Europe.
    Description:

The Council of Europe leads the regional effort to protect human rights, democracy, and the rule of law in the digital environment. Its Digital Agenda includes a dialogue with key companies and associations on making technology at large, and AI in particular, human rights compliant. Partners range from large platforms and telecom companies to major associations and alliances. Launched in 2017, this pan-European public-private consultation format has been instrumental in addressing cybercrime and disinformation, protecting privacy and ensuring safety online, framing Artificial Intelligence and exploring virtual realities. Speakers will elaborate on the ongoing cooperation with the Council of Europe and its 46 member states and share their corporate social responsibility priorities. They will also reflect on the ongoing implementation of the UN Guiding Principles on Business and Human Rights and the overarching articulation with the UN Global Digital Compact goals. A special focus will be devoted to the Council of Europe Framework convention on AI, launched in 2024, which has a global vocation.
    Expected Outcomes
The Digital Partnership cooperation framework is a process engaging major technology platforms and the Council of Europe in exchanging good practices and cooperating on setting new human-rights compliant standards for the digital environment. The next steps of this process will be participation of companies in EuroDIG 2025 and the Annual Meeting of the Digital Partnership in May in Strasbourg addressing new subjects of interest. A similar panel will be proposed for the UN Forum on Business and Human Rights scheduled for November 2025 in Geneva.
Hybrid Format: A teleconferencing equipment will ensure that every participant, on-site and on-line, will be able to follow the discussion, express opinions and address questions, which will be moderated.
