Wayne Holmes, PhD (Oxon), is Full Professor of ‘Critical Studies of Artificial Intelligence and Education’ at the UCL Institute of Education, University College London. He also holds a UNESCO Chair in the Ethics of AI and Education at the International Research Centre on AI (a UNESCO Category 2 centre, Jožef Stefan Institute, Slovenia) and is a Foreign Expert at Beijing Normal University Zhuhai. His research applies a critical studies lens to the ethical, human rights, and social justice implications of teaching and learning with AI.Professor Holmes offers extensive expertise with national and international agencies. He has advised the ministries of education in Cyprus, Portugal, and the UK; served as a consultant for multiple UNESCO units (co–authoring ‘AI and Education: Guidance for Policy–makers’ (2021) and ‘Guidance for Generative AI in Education and Research’ (2023)); and is a lead member of the Council of Europe’s AI and education expert group, which is developing a legal instrument to regulate AI in education to protect the rights of students and teachers, and a Committee of Ministers Recommendation for AI literacy that prioritises the human dimension of AI. His international advisory portfolio also includes supporting the UN Special Rapporteur on the right to education and a long–standing collaboration with the Asia–Europe Foundation.Professor Holmes offers a unique and critical perspective on the intersection of AI, human rights, education and global governance. His experience in complex multistakeholder environments and his record of keynotes in over 30 countries will enable him to provide nuanced advice on the MAG’s consultation processes. He seeks to ensure that IGF programming effectively addresses the digital divide and social justice. By bridging academic research and intergovernmental policymaking, he offers an evidence–based approach to shaping technology governance, ensuring human rights remain central to the global digital agenda.

Dr. Rajendra Pratap Gupta is a globally recognized public policy leader, AI researcher, and social entrepreneur working at the intersection of the internet, innovation, economy, and human development. His work reflects a pioneering effort to reposition the internet not merely as a communication tool, but as the foundational infrastructure for inclusive growth, employment generation, and societal transformation. Over the years, he has worked extensively with governments, multilateral institutions, industry leaders, and academia to shape policy frameworks that leverage technology for equitable and sustainable development.

An innovator in the field of Artificial Intelligence, Dr. Gupta is the creator of the Functional AI Pyramid — the AI Maturity Model that is increasingly being seen as a defining framework for understanding the progression and deployment of AI across organizations, industries, and governments. His work focuses on translating AI from theory into real-world implementation and societal impact. He is also a strong global advocate of the philosophy “Internet for All for Livelihood for All,” emphasizing that digital connectivity must lead to economic empowerment and meaningful participation in the digital economy.

As a founding contributor to the Dynamic Coalition on Digital Economy under the United Nations Internet Governance Forum ecosystem, he has contributed to global conversations on the future of digital governance, digital inclusion, and equitable participation in the internet economy. He is also the architect of the Distributed Growth Model, a development framework that leverages connectivity, digital skills, and platform access to generate employment where people live rather than forcing migration to economic centers. The model proposes that the internet should function as an economic equalizer — decentralizing opportunity, strengthening local economies, and reducing inequality between regions and nations.

Through Project CREATE, he has advanced a global movement advocating that every connected individual should be able to create economic value online, not merely consume content. The initiative promotes digital capacity-building, entrepreneurship, and participation in the digital economy as core pillars of future public policy.

Dr. Gupta is the founder of the  Digital First Foundation,  Health Parliament,  Academy of Digital Health Sciences, and  International Patients’ Union. He is also the ideator of the Responsible Nations’ Index,  Viksit Bharat Abhiyan (Developed India Mission) - now a flagship economic vision of the Government of India, and continues to lead global efforts focused on digital transformation, future economies, AI governance, healthcare innovation, and inclusive human development.

Prof. Dr. Bundit Thipakorn is a Thai academic and senior university administrator at King Mongkut’s University of Technology Thonburi (KMUTT), serving as Advisor to the President for Learning Innovation, holding senior leadership responsibilities for academic development. He works at the intersection of computer engineering (AI/signal processing) and system-level higher education transformation, focusing on learning-centered models, outcomes-based education, and agile skills development. He has also served in national-level education governance, including on the Commission on Vocational Education and the Sub-Commission on Higher Education.Through his ongoing leadership in learning innovation and workforce-oriented reforms—including micro-credentials and national graduate upskilling initiatives—he brings practical insight into how governance decisions can build inclusive digital capacity at scale. Within the IGF context, he offers an evidence-driven perspective on how governance choices influence real-world technology adoption, capacity building, and inclusive digital transformation across universities, workforce ecosystems, and public institutions.Assoc. Prof. Dr. Bundit Thipakorn seeks to contribute to the IGF Multistakeholder Advisory Group (MAG) by bridging technical evidence and education policy to strengthen inclusive, people-centered digital governance. He will support MAG’s work by (1) helping shape programme content that connects AI governance, trust and safety with digital skills, capacity building, and inclusion; (2) strengthening evidence-informed dialogue by translating research and implementation lessons into policy-relevant insights; (3) amplifying Southeast Asian and Global South experiences on learning innovation, micro-credentials, and workforce readiness; and (4) contributing actively to consultations and intersessional work to keep the IGF programme balanced, forward-looking, and responsive. His aim is to help the IGF remain a trusted space for multistakeholder cooperation grounded in technical realities and focused on practical outcomes.

Ms. Taiwo Adeduntan Aromolaran is a public-interest lawyer from Nigeria specializing in cybercrime prosecution, international law, and digital governance. Since 2021, she has served as a Public Prosecutor with the Economic and Financial Crimes Commission (EFCC), where she has prosecuted over 100 financial crime cases, secured more than 60 convictions, and facilitated the recovery of over USD 650,000 in misappropriated funds. Her work focuses in particular on cyber-enabled offences, including identity theft and advance fee fraud.

Her professional interests lie at the intersection of justice, technology, and youth empowerment. She has led cybercrime awareness and sensitization programmes, reaching over 4,000 secondary school students in Abuja on issues related to digital security and online fraud prevention.

Ms. Aromolaran has actively contributed to regional and global Internet governance discussions, including as a delegate at the 2023 Africa Internet Governance Forum (AfIGF) and a participant in the 19th Internet Governance Forum (IGF) in Riyadh. In 2025, she convened a multistakeholder session at AfIGF titled “From Clicks to Crimes: Uniting to End Internet Fraud in Africa,” bringing together stakeholders from government, law enforcement, the private sector, and civil society to advance collaborative approaches to tackling online fraud and strengthening digital trust.
